You will serve as a SECURITY SPECIALIST in the Executive Directorate (N01) of Commander, Naval Surface Force, U.S. Pacific Fleet of COMNAVSURFPAC.

Duties

You will brief personnel checking in and out of the command and update personnel classified access and profiles in DISS/NBIS. You will initiate security background investigations, fingerprinting; continually monitor established access, required monthly updates, and reports. You will work closely with the Region Special Security Office (SSO) for Sensitive Compartmented Information (SCI) visit requests and maintaining SCI personnel. You will maintain the active command personnel files and archive folders. You will develop and implement command associated training for the Personnel Security Program. You will review and modify the Personnel Security Plan and instructions in support of current directives. You will perform security surveys, penetration tests, technical assistance, and inspections for the command buildings to ensure compliance with security programs. You will identify areas in which improved physical security and loss prevention is required, providing recommendations for corrective actions to the Security Manager. You will inspect and maintain command shredders, safes, and change safe combinations as required. You will perform inspections of internal operations of the command for security violations and required corrections. You will work with the Information Systems Security Manager (ISSM) for electronic spillage at the command, interface with Navy Criminal Investigative Service (NCIS) and schedule preliminary inquiries as required. You will oversee the command access program, video surveillance, visitor management system, and all other security technology initiatives. You will be responsible for overall management of the access control system, to include badging certificates for command personnel. You will participate in or monitor internal security audits and drills or emergency situations which arise from manmade or natural disasters. You will complete DoD Contract Security Classification Specifications (DD-254s) for classified contracts. You will maintain all active command DD-254s for reference and inspection. You will work with the Contracting Officer for contacting issues and new classified contracts. You will work as a Trusted Agent (TA) for all command contractors. You will operate The MP ICAM Sponsorship Portal as the Mission Partner Affiliation Sponsor to grant contractor common access cards (CAC). You will conduct internal security audits to certify all contractors meet CAC requirements.

Requirements

  • Must be determined suitable for federal employment.

  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: enforcing compliance with laws, regulations, and security protocals to monitor, implement, or evaluate security management programs in order to safeguard government property and classified information. Education

Education may be substituted for specialized experience as follows:
Successful completion of Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
