Duties
Plans, manages and supervises the assigned organization and provides both technical and administrative oversight.
Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures.
Serves as a second level supervisor (Branch or Division Chief) with technical and administrative responsibilities including the oversight of subordinate staff performing work related to an assigned functional area in the Accounts Payable Directorate.
Develops detailed recommended plans for correcting weakness and provides training and/or assistance to personnel in the Accounts Payable organization.
Analyzes budget and resource activity within the immediate work area, and makes recommendations within the area that have positive impact on overall DFAS budget without negatively impacting daily area operations.
Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications
This announcement will be used to fill positions with an entry grade of GS-9, with a target grade of GS-11. The minimum salary for grade GS-09 is $59,966, the maximum salary is $77,955. The minimum salary for grade GS-11 is $72,553, the maximum salary is $94,317
GS-09: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as performing financial management data analysis; creating recommendations for business process improvements; and providing customer support for an automated accounting or financial management system.
GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined asexperience planning, scheduling and conducting reviews and evaluations onfinancial management data analysis; analyzing issues or problems, selecting and applying appropriate analytical techniques and methods in order to recommend solutions or improvements to organizational functions.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
GS 09 Time-in-Grade: Current DFAS federal employees who have held a GS-07 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.
GS 11 Time-in-Grade: Current DFASfederal employees who have held a GS-09 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.

Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
