Duties
Serves as the Director for Finance at DFAS Rome responsible for overseeing site finance operation including Travel Pay Services and Customer Operations.
Supports the Rome Site Director and Deputy Director, Operations on all matters affecting finance operations to ensure the effective and efficient delivery of accounting and financial services to DoD Organizations and personnel world-wide.
Participates with other high level executives, both internal and external to the agency in the design of long-term and short-term strategies and plans. Defines, integrates and implements strategic direction for the resolution of critical problems.
Participates, and represents the Site in management planning, policy and decision-making sessions regarding legislative changes, technological improvements and changes in governmental policies and procedures involving important finance issues.
Maintains constant liaison with top management officials within DoD, DFAS, and other executive branch agencies and the private sector to identify program requirements and management needs or to discuss proposals regarding new or revised systems.
Together with the Rome Site Director, reviews and approves budget estimates and financial plans prepared by subordinate staff. May present and defend the budget requirements to higher authority.
Ensures that DFAS programs and policies are implemented in accordance with agency goals and objectives and are consistent with the management objectives of the Site Director.
Assures that internal controls are developed, maintained, and evaluated in accordance with DoD, DFAS, and other Federal statutes and regulations.
Provide supervision to subordinate staff including evaluating employee performance, establishing standards, arranging for training and development opportunities and approving selections, promotions and reassignments of personnel.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Defined As: Providing leadership to a financial management organization (for example, accounting, pay operations, budget, etc.). Leadership experience may include serving as a supervisor, team lead or senior-level expert/consultant providing expert analysis and assessment of the organization's highest visibility initiatives or projects.Technical experience should include integrating financial management programs, processes and systems; providing advice and recommendations to senior managers regarding issues impacting financial management processes and functions; and participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
