Duties
Manages, directs and executes work which requires the development of policies and procedures unique to each command in an environment of changing priorities and missions.
Develops policies, coordinates, and performs all finance functions for organizations at all levels of serviced installations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Exercises accountability and leadership oversight of audits and operational reviews to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to finance operations.
Assists with resolving complex functional problems within financial system and affected customers.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-13 Specialized Experience is defined as: performing analysis and evaluation of financial systems, operations, policies, procedures, and regulations to ensure the overall effectiveness and efficiency of financial management operations and recommending process improvements to financial operations and systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
