About the Position: Serves as senior Budget Analyst and principal advisor within the CASCOM, Deputy Chief of Staff for Resource Management, Budget Division on matters related to formulation, compilation, and development of justification of budget estimates for assigned activities missions, functions and operations; administration of the execution of a complex annual budget of direct and reimbursable funds

Duties

Advise in areas pertaining to planning, programming, and resource execution on major elements of CASCOM operations, readiness, and training activities program. Recommend the distribution of funding and necessary reprogramming because of changing priorities, fund availability, and mission and readiness objectives. Implement fund control policies and procedures. Assist in and develop resource strategies, cost estimates, and analyses of resource considerations of functional manager initiatives. Review and analyze budget content and input to CASCOM and other program initiatives. Recommend program guidance, policy, priorities, and objectives to the Director as it affects the organization in budget formulation.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience for the GS-11: One year of specialized experience which includes experience utilizing automated financial management reporting systems; tracking budgetary information such as estimates and expenditures; assisting with the preparation/execution of annual budget; entering budget information on related forms, schedules, and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for the GS-12: One year of specialized experience which includes experience participating in formulation of budget estimates and reporting; preparing or reviewing budget/financial management reports for the organization; responding to budget inquiries from management; utilizing automated financial management reporting systems; forecasting annual budget using current and/or historical cost data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
