About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-WJMH99 HQ US ARMY NORTH.
Duties
Conducts mission management, coordination, deconfliction, and synchronization of all CI activities in his/her assigned AOR.
Represents USARNORTH at COCOM, and other national-level intelligence and CI agencies as required in planning and coordination of strategy concerning the conduct of Army CI activities.
Coordinates, monitors, and directs CI investigations, commander’s inquiries, vulnerability assessments, and multi-discipline CI threat analysis in support of USARNORTH and subordinate commands.
Conducts operational coordination between DoD, INSCOM, COCOM, other ASCCs, sister service Component Commands, other government agencies, and Department of the Army for CI matters.
Assists the USARNORTH G2X in the development, coordination, and presentation of CI requirements for policy and doctrine development to senior ASCC, COCOM, Army G2X, other DoD, and non-DoD agencies.
Develops and integrates USARNORTH policy considerations into CI planning and mission priorities to ensure accomplishment of USARNORTH CI objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Position is designated Critical-Sensitive (3) requiring the incumbent be able to obtain and maintain a TOP SECRET security clearance with eligible access to Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process].
- Position may also require extensive travel 20% of the time, CONUS and OCONUS, as well as frequently extended duty with long hours under high pressure and generally high-risk job responsibilities.
- This is a Mission-Essential (ME) position and is occupied by an agency designated Emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
- Must be able to obtain and maintain U.S. Army Counterintelligence Badge and Credentials.
- Must sign a statement attesting to the understanding of CIPMS/DCIPS. provisions as indicated in AR 690-13.
- Must be able to obtain and maintain a vehicle operator's license to drive military and civilian vehicles.
- This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. (See additional information below)

Specialized Experience: One year of specialized experience which includes conducting Counterintelligence/Human Intelligence (CI/HUMINT) support and analysis through research, review, evaluation, and assessment of intelligence and HUMINT related data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
