The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Duties

Manage NCBC efforts to develop, advance, and/or integrate technologies and enhancements across the counterproliferation (CP) and biosecurity community via the establishment of Interagency Agreements with Other Government Agencies (OGAs) to drive progress on critical CP concerns via Research, Development and Integration (RDI) Fund investments. Plan, define and develop integrated strategies to facilitate timely commitment and obligation of RDI funds, and monitor and evaluate results. Conduct research to identify priorities, opportunities, gaps, and interdependencies to link resources to strategy, draft emerging strategic issues and trends. Lead the scheduling, logistics, and conduct of RDI Quarterly Program Reviews. Partner with the Air Force, Army, CIA, DIA, Navy, NGA, NRO, NSA, DOE National Labs and other organizations on the full spectrum of assisted acquisitions to execute RDI funds. Implement outreach activities within and beyond the IC, under direct supervision. Develop and present findings and recommendations to support and inform NCBC budget decisions. Perform outreach, education, and coordination to develop and cultivate RDI Fund proposals that would advance the WMD CP mission. Coordinate with the RDI Program Manager, stakeholders, government task managers, project managers and customers to maximize program success via persistent accurate and precise communications. Monitor cost, schedule, and performance for each RDI funded research effort by analyzing monthly contract status reports for expenditure rates, overall progress, and performance issues; provide the RDI Program Manager with periodic status reports. Provide timely feedback to performers and customers. Review funding profiles and resolve work issues as they arise (e.g., submit no-cost time extension requests; adjust funding amount via additions or deobligations). Prepare, review, and proof funding documents (e.g., Statements of Work, Independent Government Cost Estimates, Determination and Findings, Contract Data Classification Guides). Submit contract requests in accordance with COTR duties and responsibilities established by the ODNI Office of the Procurement Executive. Maintain contract request documentation. Review and approve invoices. Accept contract deliverables. Other duties as assigned.

Qualifications

Thorough knowledge of IC and U.S. Government contracting processes and practices -- especially in regard to assisted acquisitions that leverage Interagency Agreements established under the Economy Act. Working knowledge of Federal Appropriations Law and the Economy Act. Technical competencies associated with the use of automated acquisition software systems used to submit contract requests, track and approve invoices, and conduct close-out activities. Experience in developing and implementing spend plans. Ability to manage efforts to synchronize and coordinate research funding and execution. Ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources if information for their inclusion in briefings and written documents. Ability to develop effective professional and interpersonal relationships with peers and colleagues in the Office of the Director of National Intelligence (ODNI), the IC, and U.S. Government and to earn their confidence and trust. Ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change. Excellent interpersonal, networking, and analytical skills required to effectively manage competing priorities while adhering to strict guidelines; and ability to work effectively, independently, and in a team or collaborative environment. Excellent analytic and critical thinking skills, including attention to detail and compliance with specific (and sometimes arcane) administrative guidance. Ability to devise creative and effective strategies to achieve desired mission outcomes while navigating uneven and disparate policies between partner agencies. Ability to flourish in an environment of continual change and innovation. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Bachelor's degree or higher in STEM (Science, Technology, Engineering or Mathematics) or business administration or Equivalent combination of education and experience (e.g., at least four years acquisition and/or business management experience). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
