The position is in the Workforce Relations Branch (WRB), Division of Human Resource Management (HRM), Office of Information and Resource Management (OIRM), National Science Foundation (NSF). The employee serves as a Human Resources Specialist (Employee Relations and Labor Relations) with responsibility for providing expert advisory and consultative services related to employee and labor relation areas.
Duties
As a Human Resources Specialist (Employee and Labor Relations), you will perform the following duties:
Participates with the Branch Chief and other senior staff in the development of written policy, procedural, planning and guidance materials on employee relations program areas as well as in the preparation of reports, bulletins, circulars, instructions, and guidelines necessary for program implementation and administration.
Participates in the development of policies and plans related to all forms of communication and counseling necessary to maintain effective relations between NSF management and the NSF workforce.
Provides expert consultation and technical advice, technical assistance, and policy guidance to NSF management concerning complex disciplinary, adverse, and performance-based actions.
Counsels employees on problems of morale, conduct, relationships, and performance as well as counsels managers on conduct, discipline, and grievance procedures and on applicable case law and precedent-setting court or other decisions.
Advises on the merit and requirements for successfully initiating and effecting conduct or performance-based actions, as well as those associated with security and employment suitability.
Ensures that proposed actions are technically sound, based on merit, comply with law, regulations, and applicable procedures, and are initiated and effected timely.
Evaluates guidance from OPM, as well as court and Merit Systems Protection Board (MSPB) decisions, to determine and advise of potential impact on the NSF Employee Relations Program.
Provides advice and assistance to proponents of such programs as alcohol and drug abuse, drug testing, workforce violence, and standards of ethical conduct concerning HRM implications.
Serves as an expert in providing assistance to the Branch Chief and other senior- level WRB staff in the establishment, maintenance, and monitoring of an effective performance management program designed to plan, monitor, develop, rate, and reward employee performance within NSF.
Qualifications
To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level in Federal serviceproviding guidance, advice, and assistance to management and employees in preventing and resolving a wide range of work-related problems. Examples of specialized experience include: providing technical advisory and consultative services related to employee and labor relation areas. OR
Ph.D. or equivalent doctoral degree. OR
3 full years of progressively higher-level graduate education leading to such a degree. OR
Combination of graduate level education and experience that together meet the qualification requirements for this position.
To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in Federal service providing advisory services related to employee and labor relation programs and advising and assisting management and employees in a wide range of complex work-related problems. Examples of specialized experience include: promoting the achievement of broad HR goals and objectives for these programs throughout the organization. Such goals and objectives include fostering employee satisfaction; maintaining a positive work atmosphere; promoting employee understanding of organizational missions and policies; establishing effective performance management and recognition systems; and contributing to satisfactory productivity, morale, motivation, and discipline.
To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in Federal serviceestablishing and maintaining effective relationships utilizing nontraditional collaborative approaches with labor organizations that represent employees; advising on labor relations functions; providing solutions to complex/unique problems to a variety of labor and employee relations issues. Examples of specialized experience include: ensuring compliance with policies/guidance (e.g., regulatory, statutory, and negotiated) on labor and employee relations functions; providing conflict management services between management and employees on job-related issues; providing technical assistance to management on preventative measures and execution of disciplinary/adverse action.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
FOR GS-11: Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
FOR GS-12/13: Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
