About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Cyber Center of Excellence, Fort Eisenhower, Georgia.

Duties

Assists with tasking staff elements in accordance with broad guidance from members of the Cyber School’s Training Coordination Office and interpretation and application of Army correspondence policy and procedures. Assists in establishing and maintaining an effective suspense control data base system to ensure proper processing of documents and Training Coordination Office actions. Analyzes budget data from multiple sources and makes recommendations as related to the Cyber School’s annual budget. Provides administrative and technical advice and guidance as to policy/procedure interpretation to U.S. Army Cyber School staff activities, directorates, and other personnel. Conducts and tracks training for directorate personnel. Serves as the element of continuity to ensure the standing operating procedures support the mission objectives established by the Training Coordination Office leadership. Research and initiates actions pertaining to DOO operational issues.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• The incumbent must be able to obtain and maintain a Top Secret / Single Scope Background Investigation (TS/SSBI) with access to Secret Compartmented Information (SCI).
• The incumbent must be able to obtain and maintain access to Intelligence Community facilities and networks.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) .
• Must pass urinalysis testing, as required, prior to appointment and periodically thereafter.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) The ability to interpret and apply Army correspondence policy and procedures while managing staff actions and elements, (2) create and maintain sound quality control and accurate records of multiple programs including the General Purchase Card (GPC) program, (3) analyzing and evaluating work processes to anticipate potential inefficiencies; and (4) provide advisory and guidance on policy and procedure of staff activities. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as; any major field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
