Duties

Oversees the implementation of the policies and processes supporting the Chief Data and Analytics Officer’s (CDAO) lines of effort (con't) (con't) (information governance and compliance, enterprise data management, analytics, data standards, AI, and data architecture). Serves as a senior project manager, researcher, and expert advisor on special studies, relating to the comprehensive administrative management of the Office of the Chief Data and Analytics Officer (OCDAO). Serves as a program expert with the responsibility for leading, advising, and monitoring the progress of assigned programs and new initiatives implementation. Develops policy for implementation, strategic plans, and management of key performance indicators (KPIs) that overall affect the management and execution of OCDAO lines of effort. Plans, manages, and conducts studies, surveys, or related efforts associated with the development of policies, goals, and new objectives for the comprehensive management of the OCDAO. Initiates, plans, develops, analyzes, evaluates, and implements short-range and long-range strategies and initiatives aligned with assigned programs. Responsible for the day-to-day administration of OCDAO operations, reviewing plans and programs for propriety and feasibility.

Qualifications

To qualify for Management and Program Analyst your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviews requirements, analyzes and prioritizes, making independent adjustments for administrative programs and management functions. Plans, manages, and participates in studies, surveys, or related efforts associated with the development of policies, goals, and new objectives. Conducts studies and devises solutions to enhance organizational and operational economy, efficiency, and effectiveness. Manages strategic projects and develops related policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
