The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
The incumbent serves as a Supervisor of a Branch in the Division of Compensation Data Estimation in the Office of Compensation Levels and Trends.
This position is outside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
Major duties may include, but are not limited to:
1. Supervises and develops a staff of professional personnel.
2. Directs and coordinates collection close-out and oversees microdata review production activities for the National Compensation Survey and Occupational Requirement Survey programs to include the production of the Employment Cost Index, a Principal Federal Economic Indicator.
3. Leads development of methods and processes for the review and verification of microdata accuracy and conformance to quality standards, and the development and evaluation of supporting processes.
4. Coordinates and directs the preparation of technical instructions and documentation of survey processes and computer systems/programs used for the review, analysis, and verification of survey microdata.
5. Designs and manages projects that may involve work with other off ices to develop sample selection design, review and edit the data upon receipt, improve the quality of the data collected, develop estimation methods, tabulate, analyze, and evaluate new and existing estimates, and to provide technical guidance, leadership, and direction for economic analyses and verification of program data.
6. Advises Senior Executives, Division Chief, and the matrix organization concerning the design, methods, and the production, analysis, and review and verification of microdata for the National Compensation Survey and Occupational Requirements programs.
Requirements

Qualifications
BASIC REQUIREMENT
Economist, 0110 Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory Economist, as described below.
In addition to the basic requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, judgment, and technical competence in order to successfully perform the duties of the position to be filled. This includes the following:
1. In-depth understanding of economic principles, theories, and measures or technical competence in the use of statistical methodologies for the evaluation and analysis of complex economic data.
2. Experience leading or directing staff and projects in the development and production of economic and statistical data where experience is in the review, evaluation, analysis, and verification of microdata for large scale surveys in a production environment.
3. Experience in planning, directing, or supporting the improvement of economic processes or methodologies for the review, evaluation, and verification of survey microdata, or conducting research to develop new review methods, possesses, and tools.
4. Experience in applying economic and statistical techniques to evaluate the quality, consistency, and accuracy of survey data.
