This position is located within the Joint Executive Office of the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H) (L-H/EX) which reports to the Division Chief for Management Resources. The incumbent is responsible for overseeing and directing a broad range of Budget programs for both Civil Service and Foreign Service employees.
Duties
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
Develops or reviews briefing materials for the budget submission, including Congressional hearings, testimonies, and staff briefings.
Coordinates the execution of the approved budget, including efforts to adapt budgetary policies, analytical methods, and regulatory procedures for use in budget execution.
Provides advice, guidance, and recommendations on the budget process and the assigned budget area to program officials and other managers.
Reviews and analyzes requests for apportionment, transfers and allotments: for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative documentation, and conformance with budgetary policy and guidelines.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing advice to senior managers and others on the budgetary implications of policy, legislative proposals and recently enacted legislation.
Experience reviewing, analyzing, and revising budget execution plans.
Experience planning and implementing annual and multi-year budgeting for an organization or major programs.
There is no substitute of education for specialized experience for the GS-13 position.
