The position is located in the Department of State (DOS), Bureau of European and Eurasian Affairs (EUR) Office of the Coordinator of U.S. Assistance to Europe and Eurasia (ACE). EUR/ACE is responsible for designing, overseeing, and coordinating effective U.S. assistance for countries of Europe, Eurasia, and Central Asia as specified in the SEED Act and the FREEDOM Support Act in support of U.S. foreign policy goals.
Duties
Provides financial advice to senior management on budgetary topics, including designing, overseeing, and coordinating U.S. assistance for countries of Europe, Eurasia, and Central Asia.
Supports Ukraine assistance meetings with the U.S. government inter-agency, foreign representatives, Non-Governmental Organization, and other international and multilateral events that feature discussion of foreign assistance.
Ensures financial data integrity and data management working with partners across the U.S. government.
Coordinates foreign assistance budgets, including planning and management of funding and narratives through the budget cycles.
Requirements

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience developing and executing a budget and financial plan.
-Experience with Foreign Assistance programs.
There is no substitute of education for specialized experience for the GS-12 position.

Applicants applying for the GS-13 grade level:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience with Foreign Assistance programs.
-Experience developing detailed reports and providing advice on the budgetary implications of policy and legislative proposals.
-Experience analyzing financial data and developing solutions and presenting findings.
There is no substitute of education for specialized experience for the GS-13 position.
