This position is located in the Department of Labor's (DOL) Office of the Assistant Secretary for Administration and Management (OASAM). Departmental Budget Center (DBC). The DBC is responsible for overseeing all aspects of DOL's budget for justification, presentation, and execution functions and activities.
This position is inside the bargaining unit.
Duties
Major duties at the GS-13 grade level include, but are not limited to:
Develops and recommends specific instructions and guidelines for agencies of the Department to use in technical budget execution pursuant to OMB Circular Number A-11, "Preparation, Submission, and Execution of the Budget"..
Develops and/or reviews the contributions of others to consolidate budget estimates of Departmental agencies and programs into budget documents that reflect multi-year funding requirements for submission to OMB and the Congress.
Ensures that analyses meet reporting requirements of the Department, OMB, and the Congress, as well as address agency program needs.
Provides high-level advice to top program and staff officials on programming, budgetary, and financial systems, methods, and procedures, etc., collaborates with senior staff officials in accounting.
Reviews others contributions and/or prepares reprogramming requests to OMB and requests for appropriation warrants under Continuing Resolutions to the U.S. Treasury and Government Accountability Office, and coordinates the preparation and review of agency submission of apportionment and reapportionment requests to OMB pursuant to OMB Circular Number A-11.
Advises senior Office of the Chief Financial Officer officials of the need to modify accounting system functionality to accommodate fund control requirements.
Provides continuous liaison and serves as a point of contact between staff members of Congress, the OMB and various senior officials of the Department, as well as with other Federal agencies.
Drafts guidance, coordinates, and oversees the development of the Department's Operating Plan to the House and Senate Appropriations Committees, including preparation of detailed obligation plans by object class and activity for each DOL agency; outlay plans by month for each DOL agency; and individual operating plans for selected agency projects of particular interest to Members of Congress.
Duties performed at the GS-14 level are similar to those performed at the GS-13 level; however, at the GS-14 level, duties will be performed under less supervision.

Qualifications
You must meet the Basic Requirements listed in the Specialized Experience to qualify for Budget Analyst, as described below.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes:
Examining budget proposal in assigned program areas for: conformance to Departmental and Federal goals and objectives; adequacy of justification and appropriate language; and existence of statutory authority.
Experience performing detailed analyses, forecast obligations and outlays and recent budget information to senior level staff both orally and in writing.
Qualifying specialized experience for GS-14 includes:
Organizing, leading, and delivering project-based results associated with both budget formulation and execution disciplines.
Experience in salaries and expenses, grant programs, non-appropriated, permanent, appropriated mandatory accounts across the Department.
Incumbent has working knowledge of the OMB MAX A-11 database, DOL's budget formulation, execution and performance system, and DOL's accounting system of record.
