The Health System Specialist (HSS-AGPM) provides assistance and support to the Chief of Staff and GPM and all services which provide services to utilize the operating room at Jesse Brown VA Medical Center as it relates to operations as applicable.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Health System Specialist (HSS-AGPM) support the efficient operations of the operating room at the Jesse Brown VA medical center through acting an a intermediary for Nursing, Surgery, and Anesthesiology.
Major Duties include the following:
- Review and provide input on regulations and policies for local interpretation.
- Ensure a wide range of local factors are considered in the application of national policies and procedures.
- Review and make recommendations for facility and/or VISN level policies, procedures, systems, requirements, documents and access analysis initiatives.
- Reviews and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal.
-Improve patient access to care and ensure that standards are met within assigned services.
-Maintains knowledge of CPM training materials and supports fulfillment of action plans to meet CPM training requirements.
- Utilize principles and strategies for access improvement to review and provide recommendations to Clinical Leads (CL's).
- Monitors existing or emerging workflow issues.
- Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma and other improvement methodologies.
- Incorporate process improvement based upon knowledge of VHA's and local organizational philosophy, policies and management principles.
- Works independently with personnel at the facility, CBOCs, etc., to implement local, national and VISN standards.
- Assists clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care.
- Works closely with clinic managers to formulate budget recommendations for all outpatient clinical services.
- Provides administrative program advice for ambulatory care clinical support services.
- Implement established action plans that will enable clinical grids to accurately reflect supply.
- Promote effective communication and optimal information flow within the clinics.
- Work with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding access to services needed.
- Establish and maintain good relations with various groups and organizations, including other medical centers, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large.
- Performs other related duties as assigned.
Work Schedule: Monday through Friday - 8:00AM to 4:30PM.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Bachelor's or graduate level degree with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement above, the following is the experience and/or educational requirement to qualify at the GS-11 or GS-12 grade level in this occupation.
Specialized Experience GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Intermediate knowledge of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of major administrative programs; some knowledge of the range of national administrative laws, policies, regulations and precedents applicable to the administration of one or more public programs such as advanced principles and strategies for access improvement; and baseline knowledge of Federal government policies, regulations, and trends in the areas of management systems, as well as an understanding of the public and private sector trends in health care.

Substitution of Education for Experience GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Health Systems Specialist position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: TRANSCRIPTS REQUIRED.

Combination Education and Experience GS-11: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Health Systems Specialist position may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level.

Specialized Experience GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a wide range of qualitative/quantitative as well as analytical/evaluative methods for development and management of major administrative programs; inclusive knowledge of the range of national administrative laws, policies, regulations and precedents applicable to the administration of one or more public programs such as advanced principles and strategies for access improvement; and broad knowledge of Federal government policies, regulations, and trends in the areas of management systems, as well as an understanding of the public and private sector trends in health care.
There is no educational substitution for the GS-12 grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Work may require occasional travel.
