This Health System Specialist position is located in the Office of the Associate Director of Patient Care Services (ADPCS) at the Jesse Brown VA Medical Center, Chicago, IL.

Duties

The Health System Specialist provides support to the ADPCS by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advise on operational policies and assures these policies are coordinated with, and in support of ADPCS operations. Duties include: Coordinates assignments across a variety of specialty areas in various echelons of ADPCS program and has a critical role in managerial decisions and operational activities. Participates in the stewardship and responsibility for operations of the organization, executing the vision for the framework of healthcare delivery, projects or programs of the specialized nature and direction of services and programs. Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems. Addresses specific problem areas and applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems. Develops administrative and strategic operational initiatives of the organization that enables them to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources and catchment area. Plans, organizes, trends and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested. Prioritizes resource allocations throughout the healthcare system in conjunction with Director's Office staff. Assists the Executive Leadership Team in assessing needs I a realistic fashion, documenting them effectively, and presenting them to diverse audience of internal and external stakeholders. Reviews policies and procedures that are in conformance with the overall philosophy of the Veterans Health Administration related to all aspects of healthcare programs. Reviews medical center budget initiatives, subsequent justifications and defends for the clinical or administrative service/program to the Medical Center Director as needed. Coordinates and participates in strategic planning throughout the healthcare system, and with subordinate services nd programs within the Associate Director of Patient Care Services chain and scope of command, to produce decisions and actions that shape and guide the organization's purposes and activities. Reviews audits and evaluations which are conducted at the facility which includes reviews by the Joint Commission, Medical Inspector, and Inspector General and program evaluations which requires monitoring progress. Deals with problems arising from quality-of-care issues and consumer complaints arising from individual patients, Veterans groups, Congressional offices, and other stakeholders. Serves as the primary liaison on behalf of all elements of the healthcare system between the VISN and headquarters. Participates and leads fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances, as charged by the Medical Center Director. Conducts analytical studies on operational processes, issue topics, or related special projects. Leads and participates in taskforce or research groups to analyze problem areas and recommends adjustments to improve existing policy or procedure. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In-service placement applicants may meet minimum qualification requirements based on education (including superior academic achievement) and/or experience, as specified in the appropriate qualification standard. You may qualify based on your experience as described below: Individual Occupational Requirement: Education: Bachelor's or graduate level degree with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement above, the following is the experience requirement to qualify at the GS-13 grade level in this occupation. Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes and systems; expert knowledge of the mission, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures; skill in applying fact-finding, analytical and problem-solving methods and techniques; knowledge of pertinent laws, regulations, policies, procedures and standards of accrediting bodies and quality improvement programs which impact on hospitals, ambulatory care centers, long-term care programs and rehabilitation programs; skill to plan organize, and direct team work; skill in oral and written communications in order to prepare and present briefings, convey recommendations to management staff, and attend meetings and conferences; and comprehensive knowledge to include grammar, punctuation, spelling, and use of the English language, writing techniques, and editing procedures; and skill in proof-reading documents to ensure correctness of format, grammar, spelling and punctuation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some walking, bending, and carrying of light items is required. Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office.
