This Supervisory Health System Specialist - Health Profession Education Manager (HPE) position is located in the Office of the Associate Chief of Staff for Education/ Designated Education under the in the Chief of Staff service at the Jesse Brown VA Medical Center, Chicago, IL.

Duties
Major Duties: The Supervisory Health System Specialist acts as the facility's Health Profession Education (HPE) Manager and provides direct technical and administrative supervision to the HPE service.Supervisory Duties and Authorities: The position is responsible for ensuring that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, accreditation standards, laws, and VHA - OAA policies and requirements. Duties include:
Creates team-based quality improvement plans, including definition of goals, utilizing performance measures, appropriate analysis tools and total quality improvement methods.
Exercises authority to approve, reject or recommend actions on promotions, leave, awards, disciplinary actions and to investigate or hear grievances.
Exercises authority and responsibility for employees training and development within the HPE service.
Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials.
Interviews and selects candidates for vacancies, promotions, details, and reassignments.
Supervises special projects and project management planning to include program analysis and evaluation.
Provides input to legislative proposals from local congressional leaders.
Reviews local policies, procedures to be compliant with accrediting bodies.
Non-Supervisory Duties and Responsibilities: This position serves as the senior position in support of HPE training programs and compliance with OAA, regulatory, accreditation and other applicable requirements. Duties include:
Identifies and resolves resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and OAA.
Exercises responsibility for long-range planning, development, implementation, coordination, and evaluation of initiative-driven programs.
Provides oversight and coordination for administrative efforts to identify, evaluate, and mitigate risk of injury to HPTs, patients, staff, and visitors in collaboration with facility Occupational Health and Patient Safety.
Provides administrative and management oversight for a spectrum of paid and WOC clinical HPTs and others associated with health care system, which includes employees, executive facility management, academic affiliates, and HPTs.
Provides overall budget oversight.
Compliance: The position provides oversight, direction, guidance, and technical expertise to ensure compliance programs are in place for OAA HPE programs. Duties include:
Assists in managing special circumstances to include Accreditation Council for GME (ACGME) and other HPE profession-specific accreditation issues, Office of Inspector General or Government Accountability Office (GAO) audits.
Assesses clinical learning environment using Trainee Satisfaction Survey or other instruments.
Assists with required council and committee meetings and activities to include the Academic Partnership Council (APC) and subcommittees, Graduate Medical Education Committee and others as required by policy or accreditation standards.
Produces documentation, policy/SOP, and processes for reporting the annual Resident Disbursement Review Process audit to the local Integrity nd Compliance Officer and OAA.
Facilitates and monitors record maintenance that will meet VHA, OAA and TJC standards and the needs of the patients, HPTs, and professional staff.
Strategic Planning and Communication: The position uses strategic planning and change management principles to prepare HPE program operations for technological advancements, proposed complex regulatory and accreditation requirements, and continuous changes throughout VA and academic affiliate partners.
Creates and maintains a functional communication system and promotes an understanding between HPTs, faculty, employees, and Veterans regarding HPE mission and programs.
Plans for changes to the work of HPE staff involving multiple complicated platforms and applications tht require updates and upgrades on a regular basis.
Actively participates in and leads meetings, conferences, committee and council sessions, and other forums to facilitate communication and coordination.
Performs market analyses and compares and benchmarks internal services with private sector health care delivery systems to develop market niche strategies for HPE.
Performs other duties as assigned.
Work Schedule: Monday - Friday; 8:00AM to 4:30PM

Qualifications

Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels: Bachelor's or graduate level degree with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement above, the following is the experience requirement to qualify at the GS-13 grade level in this occupation.
In addition to the Individual Occupational Requirement (Basic Requirement) above, the following is the specialized experience required to be considered at the GS-13 grade level.
Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: In depth knowledge of health care service administration, continuous quality improvement, data analysis, health care principles and practices; knowledge of data related to educational affiliations, clinical training programs, and policy, planning and operations; knowledge of HPE operations, specialty programs, policies, regulations, and accreditation standards; mastery of advanced qualitative and quantitative techniques such as the development of surveys and studies, and gathering organizing, and presenting data; comprehensive knowledge of Federal Public Law, regulations and rules, VA and VHA policy and standards and procedures regarding administration of VHA's academic programs; skill in using information management and analysis software, including spreadsheets as well as graphic, presentation and flowcharting software; and skill in oral and written communications to prepare detailed technical information in a clear, logical and concise manner.
There is no educational substitution for the GS-13 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is usually performed both in an office setting and outside the medical center in the community as involvement with outreach efforts requires. A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday; however, no special physical demands are involved in performing the work.
Working Conditions: The incumbent will have assigned workspace at the medical center with adequate lighting, heat, and ventilation however, it is expected that a major portion of the services provided will be conducted away from the office, in the office and in community.
