The primary purpose of this position is serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle in the Systems Development Directorate.
Duties
Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Provides input into source selection and contractor monitoring of acquisition phases from development through production and deployment.
Plans, organizes, directs, coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Studies, reviews, and evaluates program progress. Formalizes system requirements into appropriate specifications.
Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
Prepares and presents staff studies for presentation to the Program Director and other management officials. Conducts briefings, presentations, and demonstrations on program status, costs, adherence to baselines and schedules, etc.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This position is being filled as GG-09 Target GG-12 OR the position is being filled at GG-12. The position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-09 OR GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 OR GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
GG-09 QUALIFICATIONS REQUIRED
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Performs entry to moderately difficult assignments consisting of a variety of standardized and non-standardized tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are delegated by the supervisor and combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Provides input into source selection and contractor monitoring of acquisition phases from development through production and deployment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GG-12 QUALIFICATIONS REQUIRED

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles.
2. Knowledge of complex systems in order to gauge the results of acquisition and in-house efforts to guide existing programs, and determine and correct future program deficiencies. Practical knowledge of systems and software in order to apply new acquisition methods, approaches, or procedures.
3. Knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process.
4. Skill in communicating both orally and in writing in a clear and accurate fashion.
5. Ability to analyze conflicting information from multiple sources and determine/apply proper approaches to problem resolution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines.
???????6. Ability to keep abreast of acquisition changes and trends as applied to the management of technically complex systems and to maintain and control classified information.
