The primary purpose of this position is to to serve as senior branch program manager, manages, supports, and facilitate successful programming, acquisition, and strategic planning for $80M annual nuclear material programs.

Duties

DUTY 1: Plans, organizes, and directs the activities of the Nuclear Materials Systems Program Management and Sustainment branch, ensuring that system acquisitions comply with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities. DUTY 3: Represents AFTAC and it program office with a variety of installation and functional area organizations and at higher levels within the organization and with contractor organizations. DUTY 4: Makes periodic and comprehensive assessment and evaluation of program goals and objectives to provide a basis for long-range planning to enhance the organization's management capabilities. DUTY 5: Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of policies, practices, regulations, and laws concerning acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 5. Ability to supervise, mentor, motivate, appraise, and work with non-supervisory employees. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: TOP SECRET (SCI): Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. ACQUISITION: This position is coded as an Acquisition Professional Development Program level 3 billet in Program Management. A current level 3 in Program Management is highly desirable, and a current level 2 in Program Management with the ability to attain level 3 within 24 months of being assigned is mandatory.
