The primary purpose of this position is to accomplish special projects, programs and analyses in support of program analysis assignments involving varying functions and management levels.
Duties
- Conducts independent studies utilizing qualitative and quantitative methods to analyze effectiveness and efficiency of management operations of Branch assigned programs.
- Manages security requirements for personnel.
- Performs a wide variety of administrative support functions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0343-11. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes includes following and applying specific rules, regulations, or procedures to perform a full range of technical tasks, duties, and assignments, which is often a part of a broader assignment, project, or process.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: One full Year of Graduate Level Education or Superior Academic Achievement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes to create an innovative operating style in providing program analysis and also to provide optimal levels of service in managing Branch security, training, and other operational capability requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the substantive nature of Foreign Military Sale missions, programs and activities to include planning, funding, and management information systems, and unique security requirements.
2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations.
4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
5. Ability to access or locate information through the use of a personal computer and software programs.
6. Ability to research, analyze, interpret and apply rules, regulations, and procedures and develop solutions.
7. Ability to work harmoniously with all levels of personnel within the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
