This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Middle East (ME), Office of Strategic Planning and Operations (SPO) , at the U.S. Agency for International Development (USAID).
Duties
Represent the Bureau’s foreign assistance equities, and those of USAID’s Middle East and North Africa Missions, in interagency and intra-agency policymaking and coordination processes.
Develop annual budget estimates of the Bureau’s program-funded operational requirements and lead the Bureau’s formulation, review, and implementation of regional accounts.
Serve as a Bureau expert on budgetary and financial management issues and activities. Coordinate all phases of budget development, execution, and implementation.
Analyze and evaluate the financial and legislative aspects of programming to inform the development and presentation of Bureau budget data. Develop new ways to resolve problems that impact the success of established goals, measures, and objectives.
Brief USAID leadership, U.S. Government senior officials, and Congress on policy, program, and operational issues that may affect regional programming.
Requirements

- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; (a) knowledge of the federal budget formulation and justification process; (b) Experience developing and defending budgets for a federal agency and/or department; (c) ability to plan and conduct cost benefit analyses to produce recommendations to inform the development of budgets.
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; (a) Comprehensive knowledge of the federal budget formulation and justification process, with specific experience developing budgets for U.S. foreign assistance programs; (b) documented ability to develop and defend budgets for a federal agency and/or department, with specific experience in developing and defending budgets; (c) Significant experience planning and conducting cost benefit analyses to produce recommendations to inform the development of federal budgets.
Selective Placement Factor:
This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.
Selective Placement Factor: Do you have experience working on the formulation and/or execution of U.S. foreign assistance, the majority of which is appropriated under the foreign affairs budget also referred to as the Function 150 account. (While there may be other agencies that manage small pieces of the foreign assistance budget the main recipients of foreign assistance funding are USAID, the State Department, Millenium Cooperation, and Peace Corps)?

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
