The primary purpose of this position is to serve as the lead security specialist, providing personnel, operations, automated information systems, industrial, information, physical, and communications security program functions in support of the USAF, DoD, and National level special access programs (SAPs) within the Headquarters Air Combat Command.
Duties
Implements and administers the overall Security Program for Special Access Programs (SAP) as designated by the Secretary of the Defense.
Administers the physical Security Program. Budget and Resource Management.
Administers the Personnel Security Program. Automated Information System Security Program.
Administers the Special Access Industrial Security Program.
Provides policy oversight to unit Program Security Managers In implementing security education and motivation programs.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any ether designated means.
- The employee may be required to work either than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
- This is a Key position and shall not be vacated during a national emergency or mobilization. Must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
- Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Special Program Security Certification conferrals are required
- within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional
- Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
- The employee will be required to have, or obtain, and maintain a valid driver's license.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent pay band which includes: Applying knowledge of a wide range of security program relationships, and expertise in communications, information, physical, personnel, and industrial security; Working knowledge of required security training concepts, programs, procedures, and practices; knowledge of basic budget and resources management policies, principles, and practices; knowledge of security classification methods, concepts, and eligibility for access to special access, classified or sensitive information. Working with the ability to establish effective business-like working relationships with coworkers, subordinates, and customers. And working with the ability to perform key decision-making and policy developing responsibilities in difficult and complex situations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security program relationships, and expertise in communications, information, physical, personnel, and industrial security.
2. Knowledge of required security training concepts, programs, procedures, and practices and ability to present clear, concise, complete, accurate and timely classroom and OJT training. Knowledge of, and ability to apply, basic budget and resource management policies, principles, and practices.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the special access program for the command. Ability to effectively communicate orally and legibly in writing.
4. Ability to establish effective business-like working relationships with coworkers, subordinates, and customers.
5. Ability to perform key decision-making and policy developing responsibilities in difficult and complex situations.
6. Ability to plan, organize, direct, and develop long range studies and forecasts. Ability to plan and carry out reviews of unit and/or contractor special access security programs, analyze and evaluate reports and conditions to recommend remedial actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
