The primary purpose of this position is to serve as a command headquarters level senior management analyst, applying Air Force experience, to plan, organize and determine necessary policies, instructions, directives, programs, doctrine, and procedures for the establishment and maintenance of the Air Force District of Washington Lesson Learned Program.
Duties
Performs as an action officer at the AFDW Staff level. Responsible to the Lessons Learned Division for exploitation of data on assigned issues from all Air Force District of Washington operations, including exercises, training and contingencies. Identifies OPRs for each lesson/issue, tracks and monitors the status of related projects. Drafts request for information responses and Lessons Learned analytical summaries for publication/dissemination. Advocates for and tracks progress of proposed process improvements throughout the AFDW corporate process. Additionally the analyst will be responsible for coordinating with multiple agencies throughout the AF, AFDW and Joint Force Headquarters (JFHQ) and other services in order to identify best practices, techniques and solutions.
Performs studies and establishes plans of action for incorporating new ideas into AFDW strategic documents. Performs studies and/or incorporates outcomes of analysis and assessments into AFDW missions. Evaluates existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance the mission. From those studies, determines requirements and recommends a best course of action along with proposed alternatives. Evaluates the impact on the installation needs and practices and takes into consideration the organization's resources. Establishes methods necessary to integrate new organization and missions into existing and developing solutions.
Participates in special projects and initiates and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Maintains proficiency in access and share point tools and procedures in order to maintain the AFDW Lessons Learned Database and share point site.
Prepares and delivers high level oral presentations such as briefings, training sessions, consultations, and strategy sessions with staff to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. Prepares reports, responses to queries, justifications and background papers on the technical aspects of areas of expertise and assignment. Represents the organization on working groups, steering groups, or other meetings, conferences, seminars, etc. May chair or co-chair such groups or meetings when the meeting is in the incumbents area of assignment. Hosts meetings with MAJCOM and Wing representatives to discuss/resolve concepts and other issues of common interest.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, rescue, foreign military sales, acquisition, special operations, or similar operations. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe operational and contingency areas. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans, and programs for conducting major operations. Knowledge of Air Force and command program goals and objectives, the sequences and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events: and the relationship of various command entities involved in overall program planning and execution of military operations.
2. Knowledge of the organization's policy and planning principles, concepts and methods. Knowledge of a wide range of policy and planning principles, concepts, and methods.
3. Ability to analyze complexities of requirements, review/access and recommend policy changes. Initiate plans for enchantments, and provide management sufficient analysis information, through written documentation and oral briefings to render recommendations to senior leaders.
4. Skill in designing and conducting comprehensive studies, surveys: and preparing solutions to especially broad, important, and severe military operational and contingency areas.
5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing: negotiates complex issues: maintains good working relationships
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
