About the Position:
This is a permanent position is with Headquarters, US Army Corps of Engineers (HQ USACE), Internal Review Office, Washington, DC 20314.
Serves as an agent of the commander of assigned headquarters organization overseeing the command accounting, financial, and managerial issues that require examination by financial professionals.
Duties
Serves as the Director, Internal Review; manages a staff of professional internal review auditors, oversees the command's accounting, financial, and managerial issues that require examination by auditing professionals.
Works under the broad policy and guidance of the Commander, who delegates authority to implement and evaluate specific policies and programs.
Directs the formulation and promulgation of policies and procedures for the conduct of internal review throughout the Command.
Serves as the principal point of contact for the U.S. General Accounting Office (GAO), Department of Defense Inspector General (DODIG) U.S. Army Audit Agency (USAAA) and other organizations that have responsibility for conducting audits and reviews.
Plans work to be accomplished by employees, identifies training and developmental needs and makes provisions for training, as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Supervisory Auditor:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Provides analysis and recommendations over the broad spectrum of financial and operational management issues. Responsible for the development of Internal Review policies and procedures for the Command. Reviews systems and conducts analyses for areas involving accounting, management control and risk management systems. Manages a staff of professional internal review auditors. Evaluates performance of employees and provides counsel and instructions on work and administrative matters.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
