This position is located within the Operations Department, at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The primary purpose of this position is to function as an educator/staff development specialist responsible for provision and coordination of customer-focused, performance-based, educational services in support of the medical center at large.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, & availability of funds. Duties may include, but are not limited to the following: Responsible for education/staff development and contributes to teaching core mandated topics and medical center-wide programs. Collaborates with the Supervisory Education Program Specialist, Nursing Operations on the development, coordination, and evaluation of present and future educational activities that can be addressed on a medical center-wide level. Designs educational materials and methodology according to performance objectives and student needs, utilizing traditional methods, multi-media, and teleconferencing and/or videoconferencing effectively. Plans, develops, and implements educational/staff development activities based on assessed needs in a cost-effective manner. Teaches effectively and creatively according to adult learning principles, addressing all domains of education, including the affective level. Initiates change in education/staff development activities based on current findings and concepts from research studies. Modifies educational materials to reflect technological changes or new developments. Documents, records, creates, and generates reports; and maintains education program data of all educational activities. Conducts analysis of training requirements and needs through surveys, job analysis, interviews, and personal collaborations. Ensures that course content is well structured, technically sound, contains adequate instructional materials, and provides coaching/editing assistance to presenters to create succinct, clear, and time managed presentations. Designs, plans, schedules, and conducts ongoing evaluations of training programs to identify opportunities to improve customer service and quality. Generates progress reports and communicates regular written program status for trainings, programs, proposed curriculum, and course evaluations. Performs other related duties as assigned. Qualifications

TO QUALIFY FOR THIS POSITION AT THE GS-7 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have one year of specialized experience equivalent to the GS-05 grade level in Federal service that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and/or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. This experience must be detailed in your resume to receive credit. -OR- SUPERIOR ACADEMIC ACHIEVEMENT: Have a bachelor's degree with Superior Academic Achievement (SAA) and a major study in education or a subject area related to the position. To qualify for SAA, you must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: graduation in the top third of your class; graduating with a GPA of 2.95 or higher out of a possible 4.0.; graduating with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum; or membership in a national scholastic honor society. A more detailed description of SAA is provided in the qualifications section of this announcement. Transcripts or proof of honor society membership required. -OR- EDUCATION: Have one year of graduate education with a major study education or a subject area related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. -OR- COMBINATION: Have an equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Computer SkillsDeveloping OthersEmployee DevelopmentInterpersonal Skills IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work required is generally sedentary in nature, but also includes standing, bending, and carrying light or medium loads (up to 40 pounds) of papers, office files, supplies and equipment. Walking, sitting for extended periods of time at a computer terminal, and standing at length while making presentations and teaching are involved in this position.
