The position is located in the Education Department of the Clinical Support Services Directorate at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. The incumbent provides technical guidance in developing, designing, evaluating, researching, delivering education and training programs. Additional, the incumbent serves as the subject matter expert for the Talent Management System (electronic training management records system).
Duties
The Training Specialist is responsible for education/staff development and contributes to teaching core mandated topics and medical center-wide programs. This role includes assessing facility educational and staff development needs, implementing individual staff development plans and activities to meet those needs; and evaluating outcomes of these activities as evidenced by improvement employee skills and development opportunity. Manage equipment operations and equipment, training /instruction various courses or programs as assigned and provides back-up TMS support. Educational activities will be conducted through traditional, multimedia, and teleconferencing/videoconferencing modalities.
Major duties include but are not limited to the following:
Plans and/or develops and implements educational/staff development activities based on assessed needs.
Collaborates with the Learning Resources Program Manager of the Captain James A. Lovell Federal Health Care (FHCC) on the development, coordination and evaluation of present and future educational activities.
Communicates intra-VA and extra-VA educational activities to appropriate staff.
Serves as a consultant to review educational materials, programs, and projects produced by others.
Initiates change in education/staff development activities based on current findings and concepts from research studies.
Designs educational materials and methodology according to performance objectives and student needs, utilizing traditional methods, multi-media, and teleconferencing/videoconferencing.
Modifies educational materials to reflect technological changes or new developments. Teaches effectively and creatively according to adult learning principles, addressing all domains of education, including the affective level.
Documents and records educational activities.
Analyzes the effectiveness and outcomes of the educational activities.
Collaborates with the Employee Education Supervisor on the development, implementation, coordination, and evaluation of educational activities.
Prepares written communication, create training reports communicates information to the organization relating to education and training opportunities.
Coordinates ad hoc and ongoing training events; plans for and secures training resources.
Uses the Talent Management System (TMS) to assign and record learning, run reports, and track progress of learners in completion of course requirements.
Provides constructive feedback to presenters; recommends effective learning techniques that will enhance learner comprehension.
Collates and analyzes course feedback; uses data to make program improvements and adjustments.
Exhibits tact and professionalism when collaborating with organizational stakeholders and in facilitation of training events.
Teaches effectively and creatively according to adult learning principles, addressing all domains of education.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Training Specialist, GS-11 requires the Individual Occupational Requirement (IOR) be met.
Individual Occupational Requirement
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. (Transcripts required)
OR
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

GS-11 LEVEL GRADE REQUIREMENTS:SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: curriculum creation and development, teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; knowledge of the health care environment in order to successfully plan educational activities to impact that setting; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up; knowledge of the educational process and the principles of adult learning in order to assess, design, implement, and evaluate educational activities; and knowledge of personality, cognitive, and psychosocial variables as they relate to human performance and group dynamics.

Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a major study in education or a subject area related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.(TRANSCRIPTS REQUIRED)

Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

Physical Requirements: The majority of work is sedentary in nature. It involves moderate physical exertion, as related to lifting heavy boxes and pamphlets(up to 50 lbs) and pushing carts weighing up to 50 lbs. There may be prolonged standing during educational presentations. Traveling for meetings, classes, and orientation programs may be necessary.
