The position is located in the Education Department of the Clinical Support Services Directorate at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. The incumbent provides technical guidance in developing, designing, evaluating, researching, delivering education and training programs. Additional, the incumbent serves as the subject matter expert for the Talent Management System (electronic training management records system).
Duties
The Training Specialist is responsible for education/staff development, contributes to teaching core mandated topics, and medical center-wide programs. Core responsibilities relate to management of Preventive Management of Disruptive Behavior (PMDB) Coordinator, back-up TMS coordinator and support of Employee Education services.
Major duties include but are not limited to the following:
Collaborates with the Employee Education Supervisor on the development, implementation, coordination, and evaluation of educational activities.
Teaches effectively and creatively according to adult learning principles, addressing all domains of education.
Exhibits tact and professionalism when collaborating with organizational stakeholders and in facilitation of training events.
Collates and analyzes course feedback; uses data to make program improvements and adjustments.
Provides constructive feedback to presenters; recommends effective learning techniques that will enhance learner comprehension.
Uses the Talent Management System (TMS) to assign and record learning, run reports, and track progress of learners in completion of course requirements.
Coordinates ad hoc and ongoing training events; plans for and secures training resources.
Prepares written communication, create training reports communicates information to the organization relating to education and training opportunities.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The GS-1712, Training Specialist requires the below Individual Occupational Requirement (IOR) be met.
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. (Transcripts required)
OR
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis
In Addition to the above IOR you must also meet one of the following:
GS-7
SPECIALIZED EXPERIENCE: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; knowledge of the health care environment in order to successfully plan educational activities to impact that setting using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up.
OR
EDUCATION: Have 1 full year of graduate education in a related field to the position or
have completed a 4-year course of study leading to a bachelor's degree in any field and have superior academic achievement (S.A.A). S.A.A. is based on I graduated in the top third of my class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. I am a member of a national scholastic honor society. (MUST PROVIDE TRANSCRIPTS).
OR
Combination of Experience and Education: Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; knowledge of the health care environment in order to successfully plan educational activities to impact that setting using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up.

Education: Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, in a major study in education or a subject area related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
