Duties
You will analyze conflicting data and summarize recommendations or program changes giving consideration to various points of view and specifying the reasons for choices.
You will demonstrate expert knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources.
You will demonstrate a working knowledge of the Navy resource allocation process sufficient to optimize resources among program elements to best satisfy the prioritized operational requirements of the assigned programs.
You will possess the ability to coordinate efforts of multiple organization segments to meet program requirements and objectives within the available resources.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing knowledge of analytical methods and techniques to schedule and conduct projects;
Developing improved metrics and data collection techniques to build and prioritize strategic goals to assess efficiency, effectiveness, and compliance with regulatory procedures.
Communicating orally and in writing to produce final products for use by senior management in presenting strategy, policy, planning, and operational issues.
Managing and coordinating multiple and diverse actions and efforts of government civilian, contractor and military personnel by providing operational guidance, direction and oversight throughout the requirements management process.
