The Office of Management and Budget (OMB) in the Executive Office of the President, is a fast-paced organization that contributes to virtually every major policy, regulatory, and management initiative in the Federal government. OMB's Economic Policy Division includes a small team of economists that impacts public policy by making recommendations to OMB and White House leadership in a wide range of areas.

Duties

As a Economist, GS-0110-12/13/14/15, your typical work assignments may include the following: This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Economic Policy Division. This Division is responsible for economic research and participates in a wide range of cross-cutting economic studies. The Division includes economists specializing in a variety of fields. Our economists work in interdisciplinary teams to model and analyze the impact of Federal government policies over the short, medium and long term, and develop the economic forecast used for the President's Budget. We contribute to analyses and policy discussions within OMB and across the components of the Executive Office of the President and the US Government including with the Council of Economic Advisors, the National Economic Council, the Domestic Policy Council, and the Treasury Department. As a Economist, GS-0110-12/13/14/15, your typical work assignments may include the following: Research issues in economics with high relevance to the fiscal condition of the Federal Government. Develop economic tools to evaluate current conditions and project future trends in the overall economy, and measure the impact of fiscal policy and programmatic changes on the economy. Research the effectiveness, benefits and costs of tax policies and spending programs, developing econometric or other economic models. These assessments serve as the basis for the formation and coordination of economic policies. Participate in a variety of cross-cutting research studies with other staff members in the Office of Economic Policy, other divisions of OMB, and other Federal agencies. Conduct research for and write and/or review chapters in the Analytical Perspectives companion volume to the President's Budget. Review current economic and technical literature for concepts, conclusions, and data. Critique materials for consideration by the Council of Economic Advisors, the National Economic Council and the Domestic Policy Council. Review legislation, testimony, and speeches for delivery by the President, Vice President, Director, and other Administration spokespersons. Work with staff and policymakers throughout OMB, EOP, and other agencies on a range of issues.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Economist, 0110 . This position has a positive education requirement. Therefore, you MUST provide documentation supporting any education claims in your application. BASIC REQUIREMENTS:A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus or; B. Combination of education and experience--courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Economist Series Basic Educational Requirements If selected, official transcripts may be requested. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service. If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum course work requirements for this position. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.NOTE: The OFFICIAL Transcript(s) MUST BE RECEIVED, if you are selected, and prior to receiving the firm offer with a start date. -AND- TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates: explaining complex economic concepts; creating and maintaining a data set; or formulating economic papers or reports. Note: Teaching and Research Assistant roles in economics are relevant experience as in other research experience writing original research papers in economics. Specialized Experience Statement GS-13: I have at least one year of specialized experience equal or equivalent to a GS-12 serving as a senior or technical expert in the field of Economics and demonstrated expertise in formulating and planning studies or projects which are problem oriented and/or involve the development of new or unconventional methods or approaches. I also have experience analyzing data and writing technical reports. Specialized Experience Statement GS-14: I have at least one year of specialized experience equal or equivalent to a GS-13 analyzing data using statistical procedures, econometrics, and computer methodology to develop solutions to analytical problems; and performing policy-oriented research in the development of innovative approaches to new and existing problems in economics. Specialized Experience Statement GS-15: I have at least one year of specialized experience equal or equivalent to a GS-14 providing analyses, interpretations, and opinions to internal and external customers on a broad variety of cases and issues that include economic and policy. Experience analyzing the effect of spending, taxation, or regulation on cost, prices, or incentives. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
