Duties
These positions serve as a Rangeland Management Specialist for the Green River, Canyon Country and Paria River Districts.
Implements adaptive rangeland management and coordinates with others using available assessments, collected monitoring data, experience, and sound science to ensure for multiple use and sustained yield of the resources.
Serves as a rangeland management specialist, consultant, and advisor to grazing permittees, ranchers, interdisciplinary teams, BLM management, and other land users while providing quality customer and team services.
Performs compliance inspections to ensure terms and conditions of grazing authorizations, grazing permits, appropriate use levels, and range improvements are adhered with.
Develops National Environmental Act (NEPA) for range actions.
Processes protests and appeals by preparing casework in preparation for hearings.
Collects monitoring data for the understanding of rangeland functions and livestock interactions to make informed land management decisions and participates on teams for upland Rangeland Health and riparian Proper Functioning Condition assessments.
Compiles, analyzes, and evaluates monitoring data and assessments to inform the health and conditions of rangelands.
Processes grazing applications and generates grazing bills in consideration of rangeland conditions and available forage for sustainable grazing practices and works directly with grazing permittees in administering assigned allotments.
Implements integrated weed management strategies.
Uses various databases (RAS, GIS, VMAP, Excel spreadsheets, etc.) for grazing administration and efficient management of workloads.
Coordinates and communicates with the general public, governmental entities, interested publics and coworkers.
Responds to Freedom of Information Act (FOIA) requests.
Collects monitoring data (e.g., utilization, trend, and precipitation) for the understanding of rangeland functions and livestock interactions to make informed land management decisions.
Understands natural resource processes and ecological functions for effective management.
Requirements

Qualifications

In addition to the basic requirements, to qualify at the GS-09 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Rangeland Management Specialist. Qualifying specialized experience includes: assisting with grazing leases, permits, transfers and allotment management plans; monitoring studies, allotment evaluations and inspections; analyzing multiple resource management issues; assisting in preparing, evaluating and conducting biological analyses of public rangeland projects; and assisting in gathering, analysis interpretation and evaluation of monitoring data.
OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience.
In addition to the basic requirements, to qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Rangeland Management Specialist. Qualifying specialized experience includes: resolving grazing administration issues; processing grazing leases, permits, transfers and allotment management plans; preparing, evaluating and conducting biological analyses of public rangeland projects; developing allotment plans; and serving as principal contact and negotiator for rangeland issues within multiple-use-management area.
OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The individual works in an office setting at this level, however, in order to gather samples and complete monitoring activities, the individual may frequently be required to walk or ride horses and/or vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples. Extended periods of driving four wheel driver vehicles over rough terrain is required to reach remote areas. Overnight camping is sometimes required. The incumbent may subjected to hostile wildlife, chemical and physical hazards.
Work Environment: The work of the employee is performed in an office setting. However, frequently, when necessary to complete the work, there is outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
Outdoor work is performed in remote areas. The work involves regular and recurring exposure to moderate risks and discomfort (e.g., outdoor camping, insect borne disease). Special safety precautions and specialized equipment are required.
Education
This position has a positive education requirement which requires that you have:

Degree: Range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

Combination of education and experience: At least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
