Duties

These positions serve as an advanced trainee Rangeland Management Specialists for Grand Staircase-Escalante National Monument, Price Field Office, and Vernal Field Office. Reviews range permit applications to ensure compliance with appropriate federal law. Ensures that the impacts to the range and grassland ecosystem are properly documented and mitigated. Works with senior Rangeland Management Specialists to conduct related monitoring studies and determines the need for range and watershed improvements. Independently develops conservation plans, assists in designing technical surveys, and performs work on rangeland construction projects. Participates in monitoring and surveying activities such as, livestock grazing, wild grazing animals such as wild horses and burros, recreation, or mineral development, that may impact sensitive shrub and pasturelands. Independently provides basic input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland and grass-like ecosystems. Works closely with senior specialists in coordinating and consulting with local Tribal Councils, State agencies, special interest groups and other federal agencies. Provides resources management coordination and information to other resource specialists. Learns to develop Allotment Management Plans (AMPS) in accordance with land use management plans. Learns to utilize automated equipment and systems such as the Rangeland Administration System (RAS) and Rangeland Improvement Projects System (RIPS). Learns basic budget management practices to develop input for the Rangeland Management portion of the annual work plan for the local office.

Qualifications

In addition to the basic education requirements, to qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level in rangeland management related work. Specialized experience includes: · plan and conduct range studies; · plan range & watershed improvements; · prepare land use planning documents; · monitoring and surveying activities; · utilize automated equipment and systems; · communicate technical and non technical information to a variety of audiences; · assist higher level professionals with grazing applications and permits -OR- Education: Applicants may substitute education for the experience required for the GS-07 level if it has provided the knowledge, skills, and abilities necessary to do the work. To qualify based on education you must have 18 semester hour of graduate-level education -OR- Superior Academic Achievement: (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The individual works in an office setting at this level, however, in order to gather samples and complete monitoring activities, the individual frequently may be required to walk, ride horses or ride vehicle over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples. Overnight camping is sometimes required. The incumbent may subjected to hostile wildlife, chemical and physical hazards. Work Environment: The incumbent works in an office setting, however, frequent field work is required to complete projects. The employee may be exposed to moderate risks of working alone in the discomfort from harsh weather. The work involves regular and recurring exposure to moderate risks and discomfort. Special safety precautions and specialized equipment are required.

Education

This position has a positive education requirement which requires that you have a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences and natural resources management, as follows:

Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements and ranch or rangeland planning. AND Directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production and soil morphology or soil classification are acceptable. AND Related Resource Management Studies - At least 9 semester hours of coursework in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages and outdoor recreation management.

OR Combination of education and experience: At least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. In addition to meeting the basic education requirement, applicants must have specialized experience and/or directly related education of the position to be found qualified. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade.
