We expect to fill four vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
These positions serve as a Rangeland Management Specialist for Green River, Canyon Country and Paria River Districts.
Implements adaptive rangeland management and coordinates with others using available assessments, collected monitoring data, experience, and sound science to ensure for multiple use and sustained yield of the resources.
Performs compliance inspections to ensure terms and conditions of grazing authorizations, grazing permits, appropriate use levels, and range improvements are adhered with.
Develops NEPA for range actions. Processes protests and appeals then prepares casework in preparation for hearings.
Collects monitoring data (e.g. utilization, trend and precipitation) for the understanding of rangeland functions and livestock interactions to make informed land management decisions.
Conducts and participates on teams for upland Rangeland Health and riparian Proper Functioning Condition assessments.
Processes grazing applications and generates grazing bills in consideration of rangeland conditions and available forage for sustainable grazing practices.
Implements integrated weed management strategies.
Uses various databases (RAS, GIS, VMAP, Excel spreadsheets, etc.) for grazing administration and efficient management of workloads.
Works indirectly with grazing permittees in administering assigned allotments.
Coordinates and communicates with the general public, governmental entities, interested publics, and coworkers.
Responds to Freedom of Information Act (FOIA) requests.
Compiles, analyzes and evaluates monitoring data and assessments to inform the health and conditions of rangelands.
Understands natural resource processes and ecological functions for effective management.
Requirements

Qualifications
Recent Graduates
A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.
Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

In addition to the basic requirements, to qualify at the GS-05 level you must meet the following:
Specialized Experience: To qualify for the GS-05 Rangeland Management Specialist, you must meet the basic requirements.
In addition to the basic requirements, to qualify at the GS-07 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level equivalent in difficulty and complexity to perform the duties of a Rangeland Management Specialist. Qualifying specialized experience includes: planning and conducting range studies include short-term (utilization) and long-term trend studies, PFC and Rangeland Health Assessments on several assigned allotments; processing grazing applications and bills for several assigned allotments; managing the invasive and weed program including inventorying, monitoring and treatments.
OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position.
Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.
Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.
Education
This position has a positive education requirement which requires that you have a degree:

Degree: Range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

Combination of education and experience: At least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
