This position is located in the Veterans Benefits Administration (VBA) located in the Office of Human Capital Services (HCS). This position serves as a Management and Program Analyst responsible for performing Human Resource and budgetary assignments along with provide line managers(s) with expert, objectively based information for making decisions on program operations for the EMT.
Duties
Specific duties include:
Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations.
Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process for HCS Staffs work.
Makes recommendations for new or modified developments, priorities, and objectives to improve the performance in mission-related programs. Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission-critical programs.
Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
Assists managers and staff by projecting staffing needs, provides assistance with writing position descriptions, assists with developing job analyses, assists with preparing performance plans, reviews performance appraisals for technical accuracy and drafts disciplinary and adverse actions.
Obtains guidance from OHR for management on the application of regulatory rules on issues from abuse of leave, insubordination, reassignments, realignments, change to lower grade and pay issues.
Interprets finding resulting from studies that are independently developed. Completes analyses of data and identifies programmatically significant findings.
Develops recommendations for improvements in program operations and promote efficiency and cost savings. Evaluates, processes, and makes recommendations for effective organizational changes and methods by which efficiency of operation can be improved.
Provides for the overall administrative management for the organization such as maintaining hard and soft file systems. In the absence of the Executive Assistant, acts as the lead in providing guidance to the Program Assistant staff and Executive Director.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS 12, GS 13.

Current Federal employees: If applying as a status candidate with current of former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-12 position you must have served 52 weeks at the GS-11 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience providing planning, directing, controlling, and monitoring data and tasks or related support programs.
Ability to to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports for top management use and decision-making.
Ability to analyze and address the root cause of a challenge the stakeholder might face and bring thoughtful solutions to remedy the issue.
Experience with business acumen and communication skill sets to manage effective business partnerships with contracting officers, VBA business lines, and program participants. Knowledge of how to communicate clearly and succinctly, both in writing and verbally.
GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Extensive experience understanding and identifying areas within a given workload that need to improve in efficiency; developing and implementing a process for automating records of the management policies to support various reporting processes; monitoring and auditing the quality of data to identify, evaluate and implement services and tools from external sources to support validation of data and cleansing; working with both internal and external clients to adequately understand data content.
Demonstrated experience in researching, analyzing, visualizing, articulating, and solving complex problems and concepts and making disciplined decisions based on available information.
Development and implementation of VBA's data management strategy, advanced analytical and statistical capabilities, tracking and recording key VBA metrics, and ensuring that VBA Central Office and Regional Offices are provided with the data necessary to carry out VBA's mission of providing timely and accurate services to Veterans.
Expert knowledge of how to communicate clearly and succinctly, both in writing and verbally.
