You will serve as a Supervisory Program Manager in the Naval Air Warfare Center Aircraft Division, Program Management Department of NAVAIRWARCENAC DIV.
This position serves as the AIRWorks Deputy Director.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will provide direct supervision, to include all administrative and technical aspects of supervision to a group of Project Team Leads, Project Coordinators, and Acquisition Program Analysts.
You will exercise delegated managerial and supervisory authority to direct, coordinate, and oversee work of subordinates.
You will be responsible for implementation of Program Management policy and guidance, work processes, training program requirements, and processes for assessment and measurement of project performance within the NAWCAD AIRWorks portfolio.
You will review, formulate, establish, and negotiate all program management requirements and criteria governing the design, certification and in-service integrity of processes via specifications, contract addenda, standards.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; and 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
