This position will be located at the New Mexico VA Healthcare System, within the Dental Service Department. The employee serve as Administrative Officer to the Chief of Dental Service at the New Mexico VA Health Care System (NMVAHCS) and is responsible for providing a variety of management services essential to the direction and operation of the Dental Service.
Duties
The Administrative Officer/Dental Service at this level (GS-9) develop both long and short-range policies and plans for the organization by coordinating the Dental Service administration needs of the organization(s) for which accountable.
Major duties and responsibilities include:
Provide direct assistance to the Chief, Dental Service in managing the Dental Service in Albuquerque, NM, as well as services in other locales, including contract and fee-basis services.
Supervise 3 - Dental Advanced/Medical Support Assistants (MSAs/AMSAs).
Serve as Contracting Officer Technical Representative (COTR) for dental contracts and prepare procurement packages for contracts, equipment, supplies, and services. Manage dental contract and non-VA dental care programs.
Administer budget for several fund control points.
Serve as budget and financial advisor for the Chief of Dental Service and staff.
Develop, formulate, and provide all essential data for the annual budget forecast for submission to the Chief of Dental Service, based on studies of past expenditures, knowledge of Clinical Service requirements, program plans and workload forecasts.
Develop the need for and maintain an awareness of available resources, and makes recommendations to the Chief of Dental Service for distribution or redistribution of these resources.
Provide ongoing training and assistance to new and incumbent personnel regarding Dental Service policies and procedures.
Administer space utilization, equipment and supply programs and ensure proper availability to maintain optimal functions of Dental Service.
Administer personnel management functions including: 6-part folder, recruitment, classification, staffing, employee relations, the performance appraisal and competency processes, employee awards, pay/leave administration, time and attendance, training, travel, EEO programs, merit promotions, labor management relations, positions management, workman's compensation, and performing necessary research related to human resources management issues.
Assist and inform the Chief of Dental Service on administrative policies, resource utilization and work load projections within the Dental Service programs.
Prepare and/or assist in the initiation or revision of administrative policies in the professional services, including reusable medical equipment (RME) program and policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the GS-9 grade level you may qualify based on your experience and/or education as described below:
Specialized Experience: (In addition to meeting Time in Grade) You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Experience with administrative supervision and monitoring of administrative support staff; (2) Develop performance standards, write position descriptions/functional statements; (3) Internal and External department liaison; (4) Complaint resolution; (5) Budget/Financial Management; (6) Experience with conducting New Employee Orientation; (7) Equipment management; (8) Employee leave management; (9) Experience with Organizational Chart management; (10) Enforces all policies and regulatory guidance; (11) Development of employee training needs; (12) Records Management; (13) Travel coordination; (14) Maintains administrative systems; (15) Experience with distributing work assignments to subordinate staff. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field. Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. (1) Manage the office operations and serve as the principal pivotal point in the management of the Business Manager; (2) Compile information/reports from various sources for the service and working group and record minutes for a myriad of staff meetings; and (3) Provide coverage for sub-specialty sections of the service during the absence of personnel by performing their duties. Physical Requirements: The work involves sitting primarily; working on a computer preparing reports and data entry, walking, some standing and light lifting.
