Duties
This position is located within an assigned component of the Human Resource Management Division (HRMD), Federal Bureau of Prisons (BOP), at the Central Office in Washington, DC. Provides analytical and consultative services to management to ensure strategic alignment of Division programs and services with the Bureau’s mission, goals, and objectives. Plans, develops, researches, and conducts internal review studies on the Bureau of Prisons’ (BOP) personnel systems, programs, and policies. Participates in the preparation of written documents, presentations, graphs and computer-generated materials for briefings and presentations for high-level Government and non-Government officials. Performs and organizes organizational and data collection studies to identify and suggest improvements in efficiency, manpower and methods.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education GS-09: Master’s or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Experience GS-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-09:
Experience using information to provide recommendations.
Experience working with supervisors and/or management on local issues and goals.
Experience using Microsoft Excel to assist others in completing assignments or tracking information.
Experience in proofreading, correcting, and completing clear and concise documents.
Experience in obligating expenditures, preparing purchase orders, requisitions, and maintaining accounting of department expenditures and adjustments.
Experience assisting in researching, interpreting, and applying a variety of complex regulations, rules and laws regarding psychological procedures and practices.
GS-11:
Experience collecting, developing, and analyzing information to provide recommendations, resolve complex issues and develop and implement policies, plans, and programs impacting local policies, procedures, and programs.
Experience preparing and editing technical documentation, correspondence, and memorandums for first line supervisor review.
Experience gathering and analyzing technical information in Microsoft Excel to complete assignments.
Experience in analyzing and interpreting agency manuals and policy issuances to perform routine assignments.

Combination of Education and Experience: GS-09 and GS-11: Have a combination of education and experience. This experience must have equipped you with the particular qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
