The primary purpose of this position is to serve as a Lead Manpower Analyst responsible for assuring work of the assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities. Provides managers with objectively based analytical information for making decisions on initiatives.
Duties
Performs technical and administrative team lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
Studies the structure and/or functions of organizations with extremely interrelated work processes and functions, to resolve complicated substantive problems affecting major agency administrative programs and requirements, and propose new organizational structures, realignment of functions, and/or staffing levels, to improve efficiency.
Designs, plans, and conducts work measurement, methods and procedures, engineered time standards, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Continually gathers, interprets, analyzes, correlates large amounts of narrative and statistical information about workload and productivity, and notes past and present production standards and workloads and deviations from standards, and validates staffing requirements.

Qualifications
In order to qualify, you must meet the General experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include demonstrating skilled critical thinking in identifying, analyzing, and solving complex issues. Taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Studying the structure and/or functions of organizations with extremely interrelated work processes and functions, to resolve complicated substantive problems.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
2. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit (such as engineering, accounting, supply, etc. ), including the ability to maintain credibility with others on technical matters.
3. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.
4. Ability to inspire, motivate, advise and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor, lead, organize and lead study teams and challenge subordinates; ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
6. Basic knowledge of personnel safety, security and management, EEO regulations, procedures and practices,
and Merit System principles and intent.
7. Ability to utilize AoP principles and concepts to lead a team of subordinate personnel through coaching, communication, planning, organizing, and direction to facilitate work assignments.
8. Ability to tactfully communicate orally and in writing with higher echelons of management and leadership.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
