This position is located in Payment Management/Payment Integrity and Resolution Center/Customer Engagement & Reconciliation Branch. As a Senior Non-Receipts Specialist, you will perform claim resolution for Automated Clearing House (ACH) non-receipt claims.
Duties
As a Senior Non-Receipts Specialist, you will:
Adjudicate claims of non-receipt alleged related to Federal Government ACH payments through the ACH Non-receipt process. Ensure thorough research and analysis are performed to ensure proper and timely disposition of all ACH non-receipt claims.
Resolve complex or difficult ACH Non-receipt cases referred from technicians. These cases involve nonstandard accounts and are more difficult to track and resolve than standard ACH Non-receipt cases. Identify areas of potential fraud and elevate these cases to the required division.
Pursue recovery of erroneous EFT payments based on determinations of payee eligibility and financial institution liability, governed by the Code of Federal Regulations, the Green Book and other related policies and procedures.
Serve as a resource person to the Federal Reserve Bank, Federal Program Agencies and the financial community to provide advisory services, including the content of the Code of Federal Regulations and Green Book policies, interpretation of such policies, procedures, laws, statutes and other regulations governing Treasury's right to pursue and recover funds and perform an accounting of such.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
Communicating effectively with customers (oral and written); AND
Research documents to identify errors; AND
Interpreting and applying rules and regulations that are applicable to electronic payments
OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
