Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing leadership and oversight to an organization’s distribution of financial resources OR conducting analyses on the utilization of budgetary resources and leading and/or mentoring a team of employees to complete work and/or projects; AND budget formulation and execution experience with the EPA budget. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Ability to quickly and expertly analyze a program’s financial resources. Skill in oral communication sufficient to provide technical, clear, and actionable advice on an organization’s budget. Skill in writing clear and technical budget and policy justifications. Knowledge of budgeting processes and systems. Ability to plan budgets based on an organization’s objectives and sources of funding. Knowledge of laws, regulations, policies, and precedents which impact programs and processes. Ability to conduct and apply analytical and evaluative methods to improve administrative efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
