This position is located at the NCA Pacific District Office in Oakland, California.

Duties

The incumbent of this position functions as an advisor to the PCD Executive Director and to PCD cemetery directors primarily providing guidance and direction for the national cemetery mapping; safety; and design, construction, and maintenance programs. The incumbent provides guidance, direction, policy interpretation on sensitive and complex issues in support of the mapping; acquisition and administration of construction projects; and safety programs. The incumbent functions as the PCD Regional Safety Officer, and PCD Regional Emergency Manager. This position has collateral IT/Information Security duties as well. Other research and analysis; and special projects may be assigned as appropriate. As Engineering Technician, incumbent is responsible for administering and updating the PCD cemetery gravesite burial status (Currently tracked through GBSAT); the electronic and paper drawing files; cemetery AutoCAD mapping; and cemetery kiosk maps. The Engineering Technician also prepares and reviews, designs and specifications for PCD construction projects for both new and existing cemeteries. The Engineering technician is an expert in the use of AutoCAD software. The Engineering Technician is required to travel as necessary to perform field verifications as required to deliver accurate work. Incumbent develops, maintains, and updates AutoCAD drawings. Drawings include cemetery site plans, cemetery kiosk maps, sectional burial maps, general construction and renovation drawings related to various engineering disciplines. Prepares gravesite layout plans for national cemeteries, which reflect gravesites, topography, structures, roads, wells, and utilities. Maintains and updates built drawings. Prepares design drawings and specifications for non-conventional buildings. Reviews plans, specifications and estimates to be used in repairs and/or modifications to the physical facilities of cemeteries to determine their accuracy and recommend corrections as necessary. Makes site visits for final or interim construction inspections, investigating land for expanding and developing an existing cemetery or developing a new cemetery, gathering data to prepare gravesite layout plans or to prepare contract drawings for maintenance and repair projects, and working with cemetery directors in laying out new additional burial areas. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. Qualifications

You may qualify based on your experience, as described below: Selective Placement Factor: This position has a Selective Placement Factor (SPF). A SPF is a skill pr qualification that is required to perform effectively in a position. This position requires expertise in the use of Computer Aided Design (CAD) software. To meet this SPF your resume must reflect at least one year of experience in the use of Computer Aided Design software (such as AutoCAD). Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing guidance and direction for the national cemetery mapping; safety; and design, construction, and maintenance programs. provides guidance, direction, policy interpretation on sensitive and complex issues in support of the mapping; acquisition and administration of construction projects; and safety programs. Physical Requirements: The work is partially sedentary. Field work will require physical exertion such as long periods of standing, walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, climbing ladders, reaching, or similar activities. The incumbent must be physically capable of concentrating on details for long periods of time while documenting field conditions for updating PCD records.
