This position is located in the Small Business Administration, Government Contract Business Development - HQ with the incumbent stationed in the San Francisco, CA office. Processes applications for certification and/or conducts periodic compliance reviews to determine initial or continuing eligibility under one or more of these programs, including protests & appeals.

Duties

Duties at the GS-9 level: Researches, compiles data and prepares pre-decisional determinations. Reviews available information and makes recommendations based upon supporting documentation, regarding protest and appeal actions. Works with SBA's Office of General Counsel to ensure that recommendations on WOSB, HUBZone and 8(a) BD reviews are legally sufficient and in accordance with statutory, regulatory and policy requirements. Prepares and drafts letters of notification regarding SBA's decisions, describing the basis for proposed actions and any available remedies. Participates in outreach efforts to assure appropriate responsive to the needs of the acquisition and economic development communities. Duties at the GS-11 level: Reviews and analyzes all required documentation for applications, recertifications and program exams for the business development program to determine program eligibility. Provides substantive analysis of the documentation to determine whether applicants are qualified. Reviews available information and makes recommendations based upon supporting documentation, regarding protest and appeal actions. Researches, compiles data and prepares reports. Provides procedural guidance in interpreting policy related to assigned small business 8(a) programs. Provides input to the formulation of relevant policies and procedures and provides guidance to other SBA staff and the involved public in interpretation and implementation of such policies and procedures. Ensures letters are in compliance with statutory, regulatory and policy requirements. Participates in outreach efforts to assure deep and diverse portfolios responsive to the needs of the acquisition and economic development communities. Collaborates with other SBA components (e.g., Office of Field Operations, District Offices) to ensure staff understanding of program eligibility requirements, and communication of proper guidance to SBA clients and resource partners.

Qualifications

GS-9: One year of specialized experience, equivalent to the GS-7 grade level in the Federal service, obtained in either the private or public sector: verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility for small business certification programs; and using a variety of software applications and technologies in all aspects of the job for program eligibility and/or continued program eligibility. These qualifications must be clearly referenced in your resume. GS-11: One year of specialized experience, equivalent to the GS-9 grade level in the Federal service, obtained in either the private or public sector: analyzing business financial statements, reviewing and confirming corporate documents, i.e., stock certificates, by-laws, tax returns, etc., verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility for small business certification programs and using a variety of software applications and technologies in all aspects of the job. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 01/24/2024.

Education (GS-09): A Master's or equivalent degree from an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR

Combination of Experience and Education:GS-09: A combination of related graduate education and specialized experience as specified above. For example, an applicant who has 1 full year of master's level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e. 50% of the required experience) would equate to 100% of the required experience for the position. Transcripts (official or unofficial must be submitted in support of this response. If selected, official transcripts will be required.

Education (GS-11):Successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M.
