The Program Specialist supports the Chief of Geriatric Extended Care on all program decisions and oversight related to the Geriatric Extended Care Service Line, and to various other projects outside of the service line as directed by the Chief of Staff office at the VA Medical Center in Cheyenne, WY.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties include, but are not limited to: Provides administrative support to the Chief of the Geriatric Extended Care with the solution of management problems through experience, knowledge, and guidelines provided by VHA Directives, and takes into consideration to develop and recommend solutions. Develops policies, standard operating procedures, and creates memorandums. Plans, manages, and executes the budget for the Geriatric Extended Care Service Line. Gathers information and analyzes changing needs, workload, supply utilization, contracted services, staffing, and equipment. Provides complex deliberations and decisions by conducting various analyses, performing data interpretation, and developing recommendations to assist in the resolution of a full range of financial management. Responsible for all program administration, including development and implementation of policies and procedures, competency program, education and training, staffing, space utilization, supply management, and equipment inventory. Develops long-range strategic plans and short-term operations plans. Establishes and executes performance plans, policies, procedures, and operational plans to achieve these goals. Assists the Chief of Geriatric Extended Care with all union contract agreements, labor law, and HR policies to ensure they will be upheld. Oversees all HR actions that are to be entered in for employees or backfilling of vacant positions, promotions, or resignations. Performs other duties as assigned. GS-9 SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of a Program Specialist, GS-9. Qualifying specialized experience includes program management with oversight of personnel, administrative data processing, budget, and management systems and procedures. -OR- GS-9 EDUCATION: Have successfully completed a master's degree or two (2) full years of graduate level education leading to such a degree that demonstrates your ability to perform the duties of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. -OR- GS-9 COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. GS-11 SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of an Program Specialist, GS-11. Qualifying specialized experience includes program management with oversight of personnel, administrative data processing, budget, and management systems and procedures. -OR- GS-11 EDUCATION: Have successfully completed three (3) full years of progressively higher level graduate education or doctoral degree (Ph.D. or equivalent). This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. -OR- GS-11 COMBINATION: Have equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Manages Human ResourcesPlanning and EvaluatingProject ManagementTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires some physical effort and extensive travel throughout the healthcare system. Incumbent may also be required to travel by car or plane. However, the work is primarily sedentary. The work is performed primarily in an office setting with adequate lighting and a climate-controlled environment. The incumbent may be exposed to everyday risks or discomforts that require normal safety precautions typical of offices and clinics in a medical facility. Work may require occasional overnight travels.
