You will serve as a Surface Ship Production Manager in the Mechanical Shop (Code 930), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will direct and assure the success of the assigned personnel by ensuring compliance with established practices and policies of the particular production trade skill and production code. You will ensure compliance with all standards of work established for the Surface Ship Platform to which subordinate personnel are assigned for conversion, overhaul, or repair. You will work with project teams and determine short and long term needs for resources. You will review cost and program reports to anticipate and/or initiate corrective actions prior to exceeding cost limits or failure to meet production schedules. You will develop performance standards and evaluate performance of subordinate managers.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying ship repair project planning, integration, scheduling and execution directly related to the repair, overhaul, and/or conversion work on a Surface Ship. Experience understanding the practices and techniques of scientific management (work now, plant layout, time and engineered work standards, work simplification. safety), productions control (requisitioning, storage, delivery, inventory and material handling), cost control (direct labor, material costs, equipment costs, and Shipyard operations overhead costs) and budget control and personnel management. Experience utilizing Surface Ship Platforms (CVN, LPD, LI-IA, etc.), shipboard systems, interrelationships between ship systems, and their operating requirements. Experience applying industrial production operations, principles, practices, organizations, facilities, equipment and manufacturing processes and all types of skilled trades shop work associated with the shipbuilding/repair industry. Experience working with a variety of ship operations and practices sufficient to provide interface recommendations for dealing with cranes and other services for non-shipyard activities. Experience comprehending complex, interrelated or not fully defined jobs (e.g,, engineering instructions, job summaries, technical information files, ship alteration instructions, field change instructions, technical manuals, and drawings). Experience conducting analysis, and assessments, drawing conclusions and making recommendations for work breakdown and interface identification. Experience communicating effectively both orally and in writing with senior military and civilian personnel, zone managers, supervisors and production shop personnel.
