This position is located in the Department of Program Services (DPS), Courts Services Office (CSO), Operations Division, Case Management Branch (CMB), New Products Section (NPS). The CSO is responsible for the management of resources, programs, and services related to court administration and case management. The Operations Division provides day-to-day operational support for appellate, district, and bankruptcy courts and court units.
Duties
This position of NPS Section Chief reports to and is established to provide supervisory level support to the Case Management Branch (CMB) Chief and monitors the work levels and productivity of NPS line staff on his/her team and ensure subordinates adhere to prescribed policies and procedures. In addition to the supervisory duties, incumbent is expected to perform Sr. Product Owner duties providing Product Management guidance to the Product Owners.
The duties of this position include, but are not limited to:
Supervisory Duties:
Planning work to be accomplished by subordinates, setting and adjusting short term priorities, and preparing schedules for completion of work.
Assigning work to employees based on priorities, the difficulty of the work to be performed, and the capabilities of employees.
Monitoring the status and progress of work, making day-to-day adjustments in accordance with established priorities, obtaining assistance from the Operations Manager on policy and/or procedural questions that may arise.
Recommending changes to CMB operating procedures and policies to CMB Chief, as deemed necessary through program knowledge.
Instructing all subordinates in specific work tasks and job techniques.
Producing written performance evaluations and approving leave for subordinates.
Reporting to the CMB Chief on performance, progress, and training needs of subordinates including any disciplinary actions.
Acting in place of the CMB Chief in his/her absence.
Senior Product Owner Duties:
Representing the needs of appellate, district and bankruptcy clerks' offices in developing and implementing strategies consistent with product vision.
Working closely with the Case Management Systems Office (CMSO) and other counterparts to ensure resource alignment in support of product vision and roadmaps throughout the entire software development lifecycle.
Providing direction to product owner teams and stakeholders.
Leading product owners and coordinating cross-functional teams.
Collecting and analyzing feedback from customers, stakeholders, and other teams to shape requirements, features and end products.
Employing user centered design principles to create a solution that meets end user needs.
Identifying customer needs, define, and influence objectives, articulate success, and turn the vision into a reality.
Overseeing product team use of agile development methodologies and an iterative approach that enables fast experimentation, learning and co-creation with users to continuously deliver product solutions and enhancements.
Ensuring products and releases are launched correctly and on schedule.
Serving on or leading the efforts of various committees, meetings, and working groups and preparing and presenting, orally and in writing, briefings, and documents.
Providing regular oversight and support in sprint planning, scrum and project management, vendor and technology assessment, and team alignment and communication.
Overseeing implementation of modernized case management system products and features, including developing information guidance for court unit executives and system users.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as a Product Owner role in the Judiciary, leading teams utilizing Agile frameworks
Education
This position does not require education to qualify. However, advanced Agile Certification (e.g. SAFe, LeSS or equivalenent).and/or a 4-year post high school degree is highly desirable.
