This position works as an employee within the Veterans Benefits Administration Veteran Readiness and Employment Department. The incumbent is an active participant in all aspects of division management. Responsibilities serve the primary purpose of lending assistance to the division in the effective planning, controlling and accomplishing of the goals and objectives of the station as a whole.

Duties

This position is in the Office of the Veterans Readiness & Employment Officer, VA Regional Office, Waco, TX. The Waco based operation has responsibility for two of the nation's largest military installations, Fort Bliss, and Fort Cavazos. The efficiency with which the Management Analyst carries out his/her duties directly impacts the ability of the VR&E Officer to provide the complete range of Veteran Readiness and Employment services (personal contact, outreach, educational award determinations, and successful employment placements). The Management Analyst serves as senior advisor to the administrative staff and is responsible for assisting the VR&E Chief and his / her subordinate managers/supervisors by performing in-depth mission, process, and administrative systems analyses; serves as a project manager; and carries out a complete range of senior administrative support. Duties include, but are not limited to the following: - Lead the change management activity within the Regional Office with a focus on communicating strategic policy changes with a focus on VBMS business processes, systems, technology, and job roles, to include overseeing training efforts when system updates are released. - Initiates. Directs, coordinates, and conducts studies involving realignment of services, changes in organizational structure and methods of operations to promote efficient client services. This includes conducting in-depth studies on the progress/effectiveness of the four major processes in the VR&E program personal contact, outreach, educational award determinations, and employment placements. Reviews analytical, statistical and operational data. Conducts analyses using VBA standards and general administrative guidelines. Uses judgment in applying and conducting analyses. Results of those studies must be effectively reduced to written technical reports with accurate information and sound advice/recommendations for ensuring compliance with VBA standards for addressing the rehabilitation to employment needs of America's Veterans and their qualified beneficiaries. These reports must present viable solutions to problems in the areas of hand-on customer service, workflow, case management, and staffing utilization, as well as the proper use of available resources. After review and acceptance by local VR&E management, these reports may be used by top station management in making decisions that have significant impact on business line operations. - Takes systematic steps in ensure that the VR&E Chief remains in compliance with the Commercial Purchase Card Program. Does extensive reviews, with findings reduced to usable reports, on use of Commercial Purchase Cards within the Waco operation, billing fraud, and any hint of waste, program abuse, or eligibility fraud. Is responsible for ensuring that all counselors follow up on any disputes or problem areas with the proper written documentation. - The incumbent is responsible for providing administrative/technical support on all contract activities. This analyst is responsible for monitoring and inputting funds for all contracts, COR certification may be required. - Assesses and analyzes manpower needs in all areas of the Waco VR&E operation and makes recommendations to the VR&E Officer on FTE redistribution based on mission driven need. Uses organizational and management objectives and specifications to make sound recommendations to management. - Interprets policies, rules, regulations, and major operating procedures to technical/clerical personnel of the office with respect to administrative policy and procedural questions. - Is the focal point for all SOAR reporting for the division and is responsible for independently researching and executing several strategic oversight and analysis review within the Veteran Readiness and Employment operation. - Conducts office equipment usage studies to determine requirements for additional equipment, including computers and other automation tools, and ensure that existing equipment is utilized to its fully potential. - Serves as the VRE&E space manager at a time when space is absolutely critical. - Is responsible for monitoring the main VRE box and ensuring all taskers are completed timely and accurately. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS 11 and GS 12. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/18/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: One year of specialized experience equivalent to the GS-09 grade level. Specialized Experience: Applicants must have one year of specialized experience which has equipped them with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is defined as experience participating in teams charged with implementing changes to business processes; and experience providing training on systems, processes, or procedures. Education Substitution: GS-11: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree (TRANSCRIPTS REQUIRED) MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-12 Grade Level: One year of specialized experience equivalent to the GS-11 grade level. Specialized Experience: Applicants must have one year of specialized experience which has equipped them with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience implementing changes to systems, technology, and job roles by designing, conducting, and providing training and education; assessing the effectiveness or change through data analysis; and communicating with both internal and external audiences based on a situational awareness of the details of change and the groups being impacted. Education Substitution: No education substitution at the GS-12 grade level.
