You will serve as a ENGINEERING TECHNICIAN (NAVAL ARCHITECT) in the HULL STRUCTURES BRANCH, STRUCTURAL ENGINEERING AND PLANNING DIVISION, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will maintain qualification for this position, subject to recommendation by the Branch Head and approval by the Division Head, based upon maintaining the ability to independently and correctly accomplish SUBSAFE work of the this position.
You will coordinate with other engineers and engineering technicians to endure that all system areas are covered, and areas of overlapping responsibilities between technical disciplines receive proper consideration.
You will evaluate project objectives, identify the most economical and efficient procedures for performance verification.
You will exercise creativity and experienced judgment in extending traditional techniques or developing new ones in order to solve complex engineering problems.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
- Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience developing plans associated with the functional design, performance, and evaluation of various submarine systems, their components, equipment, and subsystems.
* Experience interpreting engineering drawings, technical manuals, or other technical materials in the performance of naval architectural work.
* Experience negotiating and justifying projects to managers on conflicting priorities such as meeting technical requirements, standards and funding, scheduling or operational constraints to meet goals and objectives.
* Experience implementing plans associated with the functional design, performance and evaluation of various submarine systems, their components, equipment, and subsystems.
* Experience preparing suitable production documents to serve as direction for shipyard work, and making recommendations for and implementing improvements in design, methods, and procedures.
FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience testing and troubleshooting various submarine systems.
* Experience determining the availability of and assigning branch personnel to on-yard and off-yard project work.
* Experience evaluating project objectives, identifying most economical and efficient procedures for performance verification.
* Experience serving as a technical advisor to lower graded engineers and engineering technicians on complex design and evaluation problems.
