This position is located with the Bureau of Indian Affairs, Pacific Region, Division of Tribal Government Services in Sacramento, California.

Travel and Relocation expenses will be authorized in accordance with the Federal Travel Regulations.
The Pay Flexibilities of a Student Loan Repayment may be authorized, pending availability of funds and management approval.
Duties
Perform assignments in Tribal Government function working with management in ensuring statutory and tribal constitutional requirements are met in coordinating DOI responsibilities.
Reviews and provides recommendations on the tribal enrollment applications, enrollment procedures and its interpretations of its Enrollment Ordinance.
Responsible for establishing and maintaining working relationships with the tribes and agencies under the jurisdiction of the Region.
Reviews tribal budgets, plans of distribution, tribal constitutions and other tribal organizational documents to see that all Federal statutes, regulations, procedures and tribal constitutional requirements are adhered too.
Maintain current Tribal information regarding statistics, governmental information, elections, organic documents, and similar Tribal resources.
Provide assistance to Tribal Councils and Agencies under the jurisdiction of the Region in the interpretation of special laws, regulations, court decisions and the application of these interpretations to tribal programs.
Prepares letters and memoranda as necessary to Tribal Government and management officials relating to reports, resolutions and ordinances.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).
GS-11: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Specialized experience includes administering or managing program operations and activities; review and processing of tribal organic documents; referendums, tribal enrollment; tribal ordinances, federal charters of incorporation, secretarial election procedures; ability in providing training to BIA staff, other local and federal agencies, and the public regarding tribal government related topics, such as intra-tribal disputes, development of tribal organic documents, tribal enrollment, and serve as the liaison to local, state, and federal governmental offices.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
