As the Aeronautics Mission Directorate (ARMD) Lead for the Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program. You will organize and manage the Program, including program planning, development, analysis, and forecasting; analyzing and managing program resources, objectives, and schedules. You will also prepare overall statuses, including technical, budget, and schedule; and presenting and defending these to top center and agency management.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Manages overall strategic development efforts for the Aeronautics Mission Directorate (ARMD) portion of the Agency’s federally mandated SBIR/STTR program. Establishes goals and communicates strategies while increasing the utility of funded contracts. Manages the team in the formulation and execution of program plans, strategies and functions. Establishes program scope and manages risks, deliverables and schedule of individual project task. Coordinates with the Deputy Director of Airspace Operations and Safety to develop and direct systematic approaches towards addressing critical Agency requirements with a high degree of ingenuity. Provides program oversight and consults senior management on the operational and planning issue of the program. Develops key guidance to assist the ARMD in overcoming critical obstacles in technology development using the SBIR/STTR program. Serves as expert consultant and advisor to resolving controversial and often unprecedented issues. Serves as the focal point for the ARMD SBIR/STTR portfolio development. Including: the development of subtopics, convening selection and review panels, and analysis of projects for recommendation to Post Phase II funding opportunities. Directs and manages budget and resource planning activities. Manages commitments, obligations and costing financial aspects of program against assigned budgets. Recommends initiation of new projects based on availability of staff resources. Coordinates and collaborates with industry, government, and academia to implement pioneering new and innovative techniques towards infusing and commercializing technologies. Promotes existing SBIR-funded technologies to NASA Centers and stakeholders. Identifies critical resource needs to support program objectives. Analyzes and plans long-range resource requirements, scheduling, budgeting, and program allocations. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing guidance that requires planning, budgeting, or technical resource management for aerospace instruments or subsystems technology; Performing technology integration, transferring, and facilitating the integration of new technology; Providing technical guidance on a large project or technology development lead. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading a team in the technical effort that requires strategic planning, risk analysis, budget formulation or technical resource management for aerospace instruments or subsystems technology; Conducting system level trade studies to evaluate viable technologies and leading the integration for future aerospace vehicles and/or systems; Performing work in the area(s) of portfolio development, portfolio analysis, and/or technology prioritization. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
