This position is located in the Office of Technical Security Engineering, Training Directorate, Bureau of Diplomatic Security (DS/T/TSE). The mission of TSE is to provide specialized DS technical security training to support U.S. foreign policy in the global threat environment. You will be responsible for managing a broad range of resources (e.g., funds, staffing, procurement, and contract services), including analysis, monitoring, and resource reporting for TSE.
Duties
Provides technical guidance to senior management to ensure staffing, procurement, funds, and contractor services are utilized in a manner that ensures maximum resource efficiency and effectiveness in accomplishing mission and policy objectives.
Researches issues related to spending authorities and provides guidance to resolve such issues; interprets legislation and regulations as they relate to appropriations and provides advice and assistance to ensure compliance with regulations.
Monitors, reviews, and analyzes execution of assigned budget activity to determine accuracy and de-conflict variations from spending plans when necessary, adjusting financial spending plans if required.
Conducts analysis to evaluate the use of program resources in comparison to approved financial plans, projected workloads, and program priorities.
Develops program and policy alternatives where required to resolve resource issues; applies analytical and evaluation methods in conducting special projects relating to the management and utilization of resources.

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience conducting broad research and analyzing the effectiveness of administrative processes and programs to make sound recommendations to senior management;
-Experience conducting analysis of budget activity to determine accuracy of spending plans;
-Experience providing technical guidance to senior management to ensure contractor services are accomplishing mission and policy objectives; and
-Experience drafting and developing new and revised policies and standard operating procedures based on analyses of available resources and/or programmatic requirements.
There is no substitute of education for specialized experience for the GS-13 position.
