Duties

This Program Specialist position is located within the Facility Management Division at the Milwaukee VA Medical Center. The primary purpose of this position is to monitor, evaluate, and document statutory, regulatory and accreditation compliance for ongoing engineering operations. Major Duties: Responsible for Planning, development, implementation, coordination, evaluation and revision of multiple comprehensive and complex Quality Assurance Plans for Engineering Operations Establish compliance and quality assurance guidelines, procedures and performance expectations from broad directives, including supplements, regulations, accreditation standards, technical manuals and codes. Develops and conducts various engineering program specific compliance and quality assurance training for diverse audiences (staff, leadership, tenants, contractors, etc. Negotiates and coordinates multitude of complex issues with medical center-wide and VISN level impacts pertinent to compliance and quality assurance with internal and external contacts Provide formal and informal feedback with regard to compliance, completeness, and timeliness of performed work and its documentation to service contractors, engineering, medical center leadership and VISN product line managers. Develops and implements improvement plans to resolve performance and documentation issues and ensures all imposed program requirements regarding compliance and quality assurance are met. Conducts research and performs special studies, performs special assignments, investigates, reviews, prepares reports, memoranda and correspondence regarding engineering operations Assists management in preparation of divisional budget for contracts, maintains, administers and develops service and utility contracts. Work Schedule: Full-time, Monday-Friday 7 AM to 3:30 PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 or be a current GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 EXPERIENCE: Must possess at least one (1) full year of specialized experience (equivalent to the GS-9 level in the Federal government) that has equipped you with particular knowledge, skills and abilities to perform successfully the duties of the position and that is in or related to the position to be filled. Specialized experience consists of: Experience working with administrative operations including: Quality Assurance, compliance, customer service, program goals and objectives, and work processes. Gathering and compiling large amounts of information and data from wide variety of sources from local, state and national level and using analysis and evaluation techniques and methods to obtain, review, verify and report complex data. Working with Financial Management relating to budget. Developing and conducting compliance and quality assurance training for diverse audiences. Using software applications such as: MS Word, MS Excel, MS PowerPoint, VISTA, Financial Management Systems like IFCAP, and OCLS, AEMS-MERS and AutoCAD. OR GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Must possess 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR GS-11 COMBINING EDUCATION AND EXPERIENCE: Must possess equivalent combinations of education and specialized experience as described above. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: CommunicationComplianceData SystemsPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
